Position Summary:  To serve as a senior Foreign Military Sales (FMS) logistics management specialist directing, developing, implementing or functioning as part of a logistics management operation for an organization involved in providing logistical support of FMS items or systems.

MAJOR DUTIES:

  • Serves as a technical expert responsible for Foreign Military Sales (FMS) cases involving one or more countries.

    As a senior specialist, responsible for planning, managing, and coordinating total cradle to grave logistics management to support a complex, major weapons system from concept through field deployment.

    Manages program compliance with the Security Assistance Program (SAP).

    Reviews and coordinates the development of Integrated Logistics Support (ILS) plans for major, complex systems that encompass new and emerging technologies or complicated fielding requirements.

SPECIALIZED EXPERIENCE:  At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent.  Specialized experience is experience in DoD weapons system Life Cycle Logistics, to include acquisition or sustainment and/or like experience; knowledge of the DoD/AF policies, practices, regulation and laws, concerning the acquisition planning and logistics management processes and initiatives.

TIME-IN-GRADE (TIG) Restrictions for GS Positions:  Applicants must have served at least 52 weeks at the GS-12 or higher grade within the Federal Civil Service (or equivalent in an alternate pay system) to be considered for (referral).  The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

 

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

CONDITIONS OF EMPLOYMENT/OTHER SIGNIFICANT FACTS:

 

1. Employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
2. Work may occasionally require travel away from the normal duty station via military or commercial aircraft.
3. Employee may be required to work overtime.
4. Employee is expected to meet Continuing Acquisition Education requirements.
5.
Incumbent may be required to file an OGE Form 450 (Confidential Financial Disclosure Report) upon
appointment and will be required to file annually.
6. This position is covered by the Acquisition Professional Development Program (APDP).
