Sharing Expertise
Since the 9/11 attacks, FERC, the US Coast Guard and the Department of Transportation have jointly prepared engineering and siting reviews so that LNG Terminal and LNG Vessels will operate safely and securely. FERC signed the Interagency Agreement in February 2004 with the above agencies to strengthen the existing 1985 Memorandum of Understanding. FERC and the above agencies share information, analyses and jointly prepare Environmental Impact Statements (EIS) and safety reports for all LNG terminals.

Applying Research to Improve LNG Terminal and Vessel Safety
FERC has sponsored a Consequence Assessment Methods study to identify better methods for estimating flammable vapor and thermal radiation hazard distances for potential LNG vessel cargo releases during transit and while at berth. FERC staff solicited comments on the study and incorporated these into its safety and environmental review of all LNG terminal projects. FERC has also used the Department of Energy's Sandia National Laboratories Report to improve its analytical capability

FERC staff inspect LNG Terminal project during construction and operation. They also evaluate LNG accidents and incorporate the lessons learned to reduce the security and safety risks associated with LNG terminals sited in the US.
