Richard Fravelrichard fravel

Richard Fravel is the Assistant Director of National Intelligence (ADNI) for Policy and Strategy in the Office of the Director of National Intelligence. Immediately prior to this position, he served as the Chief Operating Officer (COO) at the National Geospatial-Intelligence Agency (NGA). As the COO, Mr. Fravel oversaw the daily business activities of NGA, with a principal responsibility to integrate Agency corporate policies, processes, budget, programming and governance. He began his assignment to NGA in February 2003 serving first as Comptroller and later as the Chief Financial Executive. He is a member of the Central Intelligence Agency's Senior Intelligence Service since July 1996.

As the ADNI for Policy and Strategy, Mr. Fravel oversees the development of Intelligence Community (IC)-wide policies and strategies, including the National Intelligence Strategy, and evaluates their implementation and effectiveness on behalf of the DNI. He also provides the DNI insight into IC special programs and executes the National intelligence Emergency Management function. In addition, the Deputy ADNI for P&S serves as the IC Information Sharing Executive providing overall leadership for all ODNI and IC information sharing initiatives.

Earlier in his career as an intelligence officer, Mr. Fravel served in line and staff assignments in analysis and production, collection requirements and operations, policy development, strategic planning, resource management, and congressional relations. He also served as a naval officer, initially as a surface warfare officer with amphibious and destroyer forces, and subsequently as an intelligence specialist. He has served overseas in the Middle East and the Caribbean.

Mr. Fravel has received a number of awards, including the NGA Medallion for Excellence, the Defense Superior Service Medal and the CIA Intelligence Commendation Medal. He holds undergraduate and graduate degrees in English and literature.
