  • Recalibrating the Afghan Reconciliation Program

    Nov 30, 2010

In December 2001, the framers of the Bonn Agreement laid out a plan to end conflict in Afghanistan, heal a divided, wounded nation, and bring about lasting peace.1 However, 9 years later, stability remains elusive, and these goals have yet to be fully realized. Theories abound but are ever evolving as to how to make progress; bright new ideas are mixed with transplanted success stories but yield unsatisfactory results. One area that has warranted much attention is the promotion of national reconciliation. Reintegration and reconciliation are recognized as key strategies to conducting a successful counterinsurgency. Reintegration focuses on individuals within enemy ranks who can be incentivized to abandon their allegiance to the cause; reconciliation offers amnesty and political position to enemy leadership to bring them into the fold.

  • Analytics and Action in Afghanistan

    Nov 30, 2010

In fragile states such as Afghanistan where governments are weak and violent actors threaten civil peace, the United States finds itself trying to establish stability on the ground in the short term and under fire. In this difficult situation, the U.S. Government has sought "transformation," which has become a central concept of operation. This concept unifies civilian and military stabilization operations to mitigate the root causes that drive instability. Other things being equal, this is more attractive than treating the symptoms of instability after they appear.

  • Is the conduct of war a business'

    Nov 30, 2010

The U.S. military has long used various business models in managing its bureaucracy and budget and planning its force. During the 1960s, however, the Pentagon used a business model extensively in its conduct of the war in Vietnam, ultimately leading to disaster. Despite this, since the late 1990s, the U.S. military has increasingly embraced the notion that business models can and should be applied to the conduct of war.

  • Strategic Communication in the New Media Sphere

    Nov 30, 2010

The U.S. Government continues to seek a comprehensive, effective communication strategy through which it may project and promote American interests, policies, and objectives abroad. Many believe that the government and military have been outcommunicated since 9/11. A primary cause of this alleged deficiency is failure to recognize that strategic communication through traditional media and through the new media are not the same thing. There are fundamental differences between traditional and new media spheres. Hence, using conventional methods for new media strategic communication is decidedly less productive than developing a communication strategy appropriate for the new media universe. • Winning medals and battling PTSD

    Nov 30, 2010

TORMENTED by nightmares from a convoy attack during his first deployment to Iraq and driven to compensate with muscles for his shorter stature, Spc. Filipe Hill took this section of the Warrior Ethos a little too far. To help cope with his flashbacks and anger, he worked out up to three times a day, six days a week, during his second tour in Iraq. He always believed pain truly was weakness leaving the body, so he ignored his body's protests when he bench-pressed 315 pounds and squatted 450, until, that is, the day he could no longer hold a dumbbell with his left arm.

  • After the door is kicked in

    Nov 30, 2010

IT was a bloody mess. Blood spattered the floor, walls, and a small wooden table in what could only be called a torture chamber, nestled in the basement of a squat concrete building. A drill, knives and various pieces of gardening equipment littered the table, each coated in a thick layer of congealing blood. It was a scene out of a nightmare and the faces of the paratroopers, who first encountered the horror, revealed surprise and revulsion. This was not the bomb-maker's lab they expected.

FORT McCOY, Wis. -- Soldiers training to walk across the fields of Afghanistan today and tomorrow, are training in much the same way they trained to walk across the fields of Europe during World War II. Soldiers from the 744th Engineer Company, an Army Reserve unit from Ogden, Utah, trained at Fort McCoy to deploy in support of Operation Enduring Freedom, using the AN/PSS-14, a much-updated version of World War II mine-detection equipment. "Today's AN/PSS-14 mine detector is the Army's only true mine detector," Mark Blackburn said. Blackburn is an instructor-trainer with BRTRC Technology Company, St. Robert, Mo. Blackburn and his partner, Russell Frazier, were at McCoy for a week to instruct 744th Soldiers to be trainers on the AN/PSS-14 for the 744th.

FORT McCOY, Wis. -- About 25 Soldiers from throughout the country attended a two-week Ammunition Specialist Phase II training course at Fort McCoy in early November. Instructors from the 13th, 100th Battalion (Ordnance) conducted the training, which was offered for the first time at the installation. The two-week course is a continuation of the Phase I course, which also lasts two weeks, said Sgt. 1st Class Marc Canright, acting course manager. Phase II, formerly taught at the Redstone Arsenal in Huntsville, Ala., was transferred to McCoy because of that organization's increased mission requirements. The 13th, 100th is the Army Reserve counterpart of the Regional Training Site (RTS)-Maintenance, which is staffed by Active Guard/Reserve instructors. Canright said RTS-Maintenance provides training areas and support for the course.
