Pandemic Influenza Phases
The main difference between the
WHO Phase levels
and DoD Phase levels is
that the DoD Phase levels are driven by 3 considerations: Operational,
Efficiency of Virus Transmission, and Geographic distribution. All three
are taken into consideration by the Secretary of Defense before any phase is
raised or lowered. The WHO Phase levels are driven primarily by Efficiency of
Viral Transmission.
