America's military installations, including their associated environment, have many purposes. They must sustain the regular forward and home station presence of U.S. forces as well as provide support in training and deployment to meet the Nation's need in periods of crisis, contingency, and combat.
Expanding renewable energy infrastructure can impact DoD's use of air, land and seaspace for operations, readiness, training and testing missions. The Office of the Deputy Under Secretary of Defense-Installations and Environment (DUSD(I&E)) provides direction, policy, guidance and program support for DoD training ranges, operating areas and airspace to support joint operational readiness of US Forces worldwide. Expanding energy infrastructure potentially impacts DoD use of air, land, and seaspace for readiness activities. To address these potential impacts and to provide timely and fully coordinated reviews of proposed energy projects, OSD established the DoD Siting Clearinghouse.
DoD has multiple equities that must be considered with regard to site selection and the development of our national renewable energy infrastructure. The DoD Siting Clearinghouse provides a single office to coordinate DoD assessment of renewable energy projects to energy developers, federal and state agencies and Congress. The DoD Siting Clearinghouse functions as an internal staffing and external information and assessment resource on proposed utility-scale renewable energy projects that potentially impact the DoD mission and Service Title 10 responsibilities necessitating the use of training ranges, airspace, restricted areas and maritime operational areas.
Protect DoD mission capabilities from incompatible development by collaborating with DoD components and external stakeholders to prevent, minimize, or mitigate adverse impacts on military operations, readiness, and testing.
