POWER Initiative
On July 19, 2010, President Obama established a 4-year Protecting Our Workers and Ensuring Reemployment (POWER) Initiative, covering fiscal years 2011 through 2014. The POWER Initiative will extend prior workplace safety and health efforts of the Federal Government by setting more aggressive performance targets, encouraging the collection and analysis of data on the causes and consequences of frequent or severe injury and illness, and prioritizing safety and health management programs that have proven effective in the past. Under the POWER Initiative, each executive department and agency will be expected to improve its performance in seven areas:
- reducing total injury and illness case rates;
- reducing lost time injury and illness case rates;
- analyzing lost time injury and illness data;
- increasing the timely filing of workers' compensation claims;
- increasing the timely filing of wage-loss claims;
- reducing lost production day rates; and
- speeding employees' return to work in cases of serious injury or illness.
The POWER initiative sets forth minimum targets for improvement in each of the seven goals above, measured against a baseline of agency performance in fiscal year 2009. Agencies have been encouraged to set more challenging targets above the minimum levels, and are invited to contact the Office of Workers' Compensation Programs (OWCP) and the Occupational Safety and Health Administration (OSHA) to communicate regarding those targets. Once Federal agency targets for fiscal year 2011 have been determined, they will be displayed on this page. Beginning after the first quarter of FY2011, Federal agency performance data under the POWER Initiative will be posted on this page on a quarterly basis. Return-to-Work Resources
Agencies subject to goal 7 of the POWER initiative are tasked with increasing the percentage of injured workers that return to employment within 2 years. OWCP aims to assist agencies in achieving successful return to work of their injured employees. Here are some resources and guidance for all agencies interested in this endeavor.
