Following one minute speeches, the House is expected to recess until approximately 3:00 p.m. At that time, the House will reconvene and consider the five bills listed for consideration under suspension of the Rules.

Suspensions (5 Bills)

  1. H.R. 2779 - To exempt inter-affiliate swaps from certain regulatory requirements put in place by the Dodd-Frank Wall Street Reform and Consumer Protection Act, as amended (Rep. Stivers - Financial Services/Agriculture)
  2. H.R. 2682 - Business Risk Mitigation and Price Stabilization Act of 2011, as amended (Rep. Grimm - Financial Services/Agriculture)
  3. H.R. 4014 - To amend the Federal Deposit Insurance Act with respect to information provided to the Bureau of Consumer Financial Protection (Rep. Huizenga - Financial Services)
  4. H.R. 3298 - Homes For Heroes Act of 2011 (Rep. Al Green - Financial Services)
  5. H.R. 4239 - Surface Transportation Extension Act of 2012 (Rep. Mica - Transportation and Infrastructure/Ways and Means/Natural Resources/Science, Space, and Technology/Energy and Commerce). This bill extends the authorization for surface transportation programs including federal highway aid, mass transit and safety programs for three months – through June 30, 2012. The current authorization for these programs expires on March 31, 2012. This bill represents yet another attempt by Republicans to abandon any attempt to work with Democrats to create jobs. 

Instead of considering another extension, the House should be considering the two year bipartisan Senate surface transportation bill which passed the Senate by a margin of 74-22, with 22 Republican Senators voting in support. The 2-year bipartisan Senate bill will provide the kind of job creation that is needed as the economy continues its recovery and the construction season begins.

It has been 40 days since House Republicans reported out a Rule on their partisan Transportation bill, H.R. 7. During that time, Republicans have failed to put forward their own proposal and have also failed to engage Democrats in a bipartisan way to find a workable path forward. Instead, Republicans have chosen to bring a 90 day extension to the floor allowing no amendments, and precluding an up-or-down vote on the Senate-passed Transportation bill. Republicans continue to choose partisanship over compromise. Another 90-day extension will not solve the problem. The House deserves a vote on the bipartisan Senate-passed Transportation bill. Members are urged to VOTE NO on H.R. 4239.

TOMORROW’S OUTLOOK
The GOP Leadership has announced the following schedule for Tuesday, March 27: The House will meet at 12:00 p.m. for legislative business. The House is expected to consider the Senate Amendment to H.R. 3606 - Jumpstart Our Business Startups Act (Rep. Fincher - Financial Services) under suspension of the Rules. The House is also expected to consider H.R. 3309 - Federal Communications Commission Process Reform Act of 2012 (Rep. Walden - Energy and Commerce) (Subject to a Rule).
