Air Force officials announce third round of VERA/VSIP

3/23/2012 - WASHINGTON (AFNS) -- In its continuing effort to meet the Defense Department requirement to maintain civilian manning at fiscal 2010 levels, the Air Force is offering a third round of Voluntary Early Retirement Authority and Voluntary Separation Incentive Payment beginning May 1.

"The Air Force recognizes the invaluable contributions of our civilian workforce, but also recognizes the fiscal constraints under which the Department of Defense and the government as a whole are operating," said Maj. Gen. Sharon Dunbar, the Director of Force Management Policy. "Our civilian workforce is near required target levels, and we're focused on fine tuning the force while taking care to minimize the effect on our current permanent civilian workforce and their families."

As the Air Force continues the fiscal 2012 civilian workforce restructure, round three of VERA/VSIP will be used to further realign and rebalance the civilian force. In addition, the Defense Civilian Personnel Advisory Service has granted a temporary waiver exception to the Priority Placement Program to expand the use of VSIP across installations. The Air Force Personnel Center will be providing additional details to the Civilian Personnel Sections on the waiver criteria.

Civilian employees will receive VERA/VSIP eligibility surveys from their local CPSs May 1, and applications are due the week of May 14 or an earlier date established by local authorities. Applicants approved for this round of VERA/VSIP will need to separate no later than Aug. 31.

"We are committed to maximizing voluntary separation measures to preclude involuntary actions," Dunbar said. "However, as we progress toward the end of the fiscal year, it is apparent some bases will need to rebalance the skills of their workforce into other enduring positions."

The processes available to rebalance or re-skill the work force include using reduction-in-force procedures to determine employee placements rights into enduring vacancies as well as providing the flexibility to waive qualifications for more placements. In that regard, the bases will begin their preparations for submitting their requests for approval to use RIF procedures so as to have their employees realigned to the continuing positions by Sept. 30.

I have over 30years of service and I would like to have the early out but they do not offer it to the WG's there is a younger generation that can do our job. Offering to the higher GS-12 positions and higher they do not need the money as half as the WG's do. They have the controll of hiring where and what position and that is why the GS are over manned.

Enough with the VERAVSIP teaser. Why not offer a program across the board to all Civil Service employees with over 35 years service. Allow retirement with full 80 percent salary which some will deserve soon anyhow. Were already losing Social Security by 2033 Medicare by 2016. Might as well let us retire there won't be anything left anyhow.

I too would like to see the offer go to the WG side of the house. How about a buy out of the old CSRS's so we can let the younger generation take over. Thirty-five years of hard work is taking it's effect on the body. give me a break

The only way you get accepted for VERAVSIP is if your departure saves another position on your base. You won't be accepted if another person who got cut cannot slide into the vacancy your departure would create. This is my understanding so feel free to add on or correct me where I'm wrong.

Consolidateeliminate more of the figure head levels of management positions and get more hands on peopleWG NAF and GS-9 and below who have their boots on the ground and get the work done

Social discrimination is what I'm seeing on the first 2 rounds VIRAVSIP. We are told If your not a GS you will not get an offered. If this isn't discrimination between blue collar workers and white collar workers I don't know what is. I was told we're over staffed on the GS side of the house and we can't afford to let go any off key people. The mechanics. It's not the WG'S fault the GS side of the house over staffed them selves. The WG's would like a fair shake. Offer us a buy out. Most won't take it.But let us make the decession. Not upper management saying no WG's elligable.

VERA VISIP really needs to be offered to everyone who has the time in service. I have 30 plus yrs federal service and have not been offered the opportunity to retire early due to my career field in Security. To be honest I am getting to old to keep up to the young men and women I teach.

I know of 6 people who were offered the VERAVSIP incentive on the last round and these folks are either GS 12 13 or above. I don't know about other bases....I hope the lower GSWG workers are included on future ones....they need the more than upper management

I agree with Kathern Little Tinker. Why not let the baby boomers go so they can enjoy the second half of their life and let the young people have a chance to have a good job to raise their families. Get rid of all these rules no one really understands. You say you aren't getting enough offers, yet you tighten up the qualifications so much that no one can qualify. Once the baby boomers are gone, you can realign your org's. This whole process should be more transparent.

Who needs VERA/VSIP when it comes to ARTs? The PT test is forcing the experienced people to leave fast enough and you don't have to pay them to go. It's a win win.

During the first two rounds, there seems to be a lot of secrecy about the numbers and job series of the targeted as well as the final number of offers made. Why?

There are cuts in AFRC? Why is the command not participating in the VERA/VSIP for their NON-ART civilians? I am aware of several civilians who would like to take the buyout, to include myself.

Cuts, what cuts? No cuts here at HQ AFRC and we're not even authorized to participate in VERA if eligible. Even if I wanted to retire early to save someone else's job in another organization, it's not an option.

The AF does NOT recognize the invaluable contributions of our civilian workforce when the lower GS personnel can not compete for higher level positions yet Commands can and do create more GS-12 positions.

again teasing us with an early out who's getting it and why not announce the base. come on we deserve better we want it on the wg side. we are willing to leave to hand over the jobs to the younger generation. please consider us. thank you 31 years of service
