FIPSE Programs

Training for Realtime Writers: provides grants for the recruitment, training and assistance, and job placement of individuals who have completed a court reporting training program as realtime writers.

Other Programs

Centers of Excellence for Veteran Student Success: encourages model programs to support veteran student success in postsecondary education by coordinating services to address the academic, financial, physical, and social needs of veteran students.

Comprehensive Program: is FIPSE’s flagship program which supports innovative projects that may respond to issues of national and global significance. These projects propose significant reforms and improvements in U.S. postsecondary education and have the potential to serve as national models for reform. FIPSE welcomes proposals for projects which seek novel strategies for establishing an international dimension of issues related to all aspects of postsecondary education, including foreign language acquisition, the social sciences, health sciences, and information technology.

Congressionally-directed Grants: limited to recipients assigned under the Consolidated Appropriations Act, 2010 (Public Law 111-117). These are non-competitive grants that FIPSE manages after Congress has determined the list of recipients, the purpose, and the award amounts. There is no grant competition for these awards.

Off-Campus Community Service: supports innovative projects that recruit and compensate students for work assignments in off-campus community service jobs.

Pilot Program for Course Material Rental: supports pilot programs that expand the services of bookstores so as to provide the option for students to rent college course materials.

Underground Railroad Educational and Cultural Program: provides grants to support research, exhibition, interpretation, and collection of artifacts related to the history of the Underground Railroad.

Currently Managed by the International and Foreign Language Education (IFLE) Service

As of October 1, 2010 the following four international programs which began in FIPSE as special focus programs were moved to IFLE. Please contact IFLE staff if you are interested in applying to these programs.

U.S.-Brazil Higher Education Consortia Program: consortia of institutions of higher education promoting institutional cooperation and student mobility between the U.S. and Brazil.

European Union-United States Atlantis Program: collaborative efforts to develop programs of study leading to joint or dual undergraduate degrees. The program will also fund a small number of policy-oriented grants.

Program for North American Mobility in Higher Education: consortia promoting cooperative student-centered higher education and training activities between the U.S., Canada, and Mexico.

United States-Russia Program: consortia of institutions of higher education to promote cooperation in education and science between the United States and Russia.

News

The Department of Defense and Full-Year Continuing Appropriations Act, 2011, P.L. 112-10, was passed by Congress on April 15, 2011. It provides funding for the Department of Education for the remainder of Federal Fiscal Year (FY) 2011. Budget cuts to higher education programs (which include the Fund for the Improvement of Postsecondary Education (FIPSE)) exceeded $350 million. Therefore, no new grants will be made under the FIPSE Comprehensive Program in FY 2011.

Sufficient funds are available in 2011, however, to provide continuation funding for the Innovative Strategies in Community Colleges Program. Grantees in this program who are scheduled to receive continuation awards in FY 2011 should expect to receive full funding, as long as they have met all requirements, including submission of the annual performance report, and substantial progress has been made toward the grant’s objectives. Additional information regarding the FY 2011 budget is available.

The FIPSE Database

The FIPSE database is a publically searchable database with information about current and past FIPSE competitive grant projects and non-competitive Congressionally-directed grants (earmarks) that FIPSE manages. The database contains project abstracts, project director contact information, award amounts, grant funding dates, subject areas, and links to any project Web sites that have been established by grantees. The database is searchable by programs, subjects, institutions, state, zip code, funding year, organization and institution type, and institutional special designations. Key word and phrase searching are also available. The FIPSE database is located at http://fipsedatabase.ed.gov. Current project directors will be given a password to access the secure side of the database where they can file annual and final reports and manage activities related to their grants.
