Part of the National Response Framework (NRF), Emergency Support Function (ESF) #11 Protection of Natural and Cultural Resources and Historic Properties (NCH) is responsible for planning for and safeguarding natural and cultural heritage during declared disasters.

Administered by the Department of the Interior (DOI), ESF #11 NCH coordinates response efforts from numerous government agencies and partner organizations and brings them all together into one organized and concentrated response. We work under the Standard Operating Procedures of ESF #11 NCH, and the DOI Environmental Safeguards Plan to ensure a structured, timely, and efficient approach to disaster response management of natural and cultural resources. These documents describe the roles and responsibilities of each agency and position that participates under ESF #11 NCH, making sure their duties are clearly delineated, as well as defining the relationships between all parties involved in the response effort.
