This Guide is written to assist Air Force Design and Construction Project Managers (AF DM/CM) in the quest for excellence in design and construction of Air Force facilities. This guide is a recommendation of best practices to achieve successful MILCON execution and should not limit individual AF DM/CM flexibility.

The Generic Requirements Document was developed to provide the designer a basis for understanding project requirements. It also provides the framework for executing this project through the team members. Active involvement by the user during all phases of design and construction is essential to insure the facility meets all functional requirements. The Design Agent (DA) verifies the accuracy of the information contained within the completed RD or the project.
Additional information on the purpose, use, and clarification of the RD and companion Project Management Plan (PMP) can be found in the USAF Project Manager's Guide for Design and Construction (The Blue Book).
The Generic Project Management Plan (PMP) instructions are intended for use by both Air Force and the Design Agent/Construction Agent (DA/CA) Project Managers who have a responsibility in the development of PMPs for MILCON projects. This Project Management Plan (PMP) provides the general framework, and establishes specific strategies and milestones, for execution of any MILCON project.

History of DoD Compliance with Accessibility Standards
ANSI A117.1 was adopted in 1962
Architectural Barriers Act (ABA) passed in 1968
Rehabilitation Act of 1973
Created the US Architectural and Transportation Barriers Compliance (Access) Board
Provides for employment/program access instead of requirements for facility accessibility
DoD 4270.1M, Chapter 18 Revised
Uniform Federal Accessibility Standards (UFAS) adopted by DoD in 1985
Americans with Disabilities Act (ADA) signed in 1990
Excluded DoD, HUD, Postal Service and GSA
Americans with Disabilities Act Accessibility Guidelines (ADAAG) established
Secretary of Defense directed the services to follow ADAAG whenever greater access provided than UFAS (FY96 projects and beyond)
October 31, 2008: Secretary of Defense rescinds October 20, 1993 Memorandum, Access for People with Disabilities and adopts ABA Chapters 1 and 2 and Chapters 3 through 10 as its standards (the "DoD Standards") under ABA and also under Section 504 of the Rehabilitation Act.
Air Force Policy
The new standards take effect immediately for projects and leasing actions, though projects before FY 2010 are required to comply to the maximum extent feasible.
MILCON CoachComputer-based On-line Assistance for Construction Honchos
In a continuing effort to provide technical tools to the Air Force construction community, AFCEE has developed a knowledge-based program called MILCON Coach.
This software platform is an electronic tool intended to improve the Air Force Project Manager's (AF PM's) productivity and efficiency. MILCON Coach's goal is to harvest needed knowledge from Project Managers over time, store it electronically, and make it available to other PMs when it is needed. PMs can use its lessons learned feature to record useful advice for distribution in future program updates.
MILCON Coach focuses on three phases: Requirements Document and Project Management Plan, A-E Acquisition, and Project Definition. Future releases will incorporate other phases such as Programming, Planning, Design, Design-Build, Turnkey, Construction, Claims, O&M, etc. The Help function of MILCON Coach integrates the Project Definition Guide and related tools distributed earlier.
