May Think Tank Call

The next FEMA Think Tank call will take place on Tuesday, May 15 from Joplin, Mo. The call will focus on recovery and how we can better prepare for a more rapid, cost effective, sustainable and resilient recovery in our communities.

Between December 2011 and March 2012, 10 stakeholder forums were held to discuss the National Disaster Recovery Framework. During these forums federal, state, local, tribal and territorial governments, voluntary and non-governmental organizations, and the private sector discussed challenges and opportunities regarding preparing for, and recovering from, a disaster.

The call will provide an opportunity for the community to discuss what they think is important to consider when planning for recovery and how to rebuild in a cost effective, sustainable way so that the community can be more resilient in future disasters both physically and financially. Other topics may include steps communities can take before a disaster to be more resilient in the future. If you have been involved in the recovery process, what is one piece of advice you would give community leaders to better plan for recovery from a disaster?

I hope you can join us for the May call and encourage you to submit comments or ideas on our online collaboration forum regarding pre-disaster planning that allows for a more rapid, cost effective, sustainable and resilient recovery in our communities.

One of the biggest issues in the recovery here in Joplin seemed to have been the moratoriums on building permits after the tornado. It seems to me that it forced many families and individuals out of the city.

I think one of the most important things a conference call like this could accomplish is planning not only for how to recover from disaster, but how to thrive after recovery. It can be so difficult for areas to pick themselves up after a disaster, so being able to do so and pick up where they left off would be a huge accomplishment. I hope some great plans can be made form this meaning to be able to keep the community safe and ready to go in case of an emergency. More specifically, the present invention is a fire and emergency escape system intended to rapidly and safely provide an evacuation route for individuals in multi-level buildings. 10 BACKGROUND OF THE INVENTION The fastest and safest way to evacuate a building of any height up to 120 stories or higher would be a round steel cylinder in the middle of the building which would be 15 fire proof and have cement on the outside of the tube and the outside of it also. All of the individuals in a building could, if need be, escape at the same time and would all be coming down at the same time while not bumping into each other. The likelihood of everybody in the building evacuating at the same time is almost likely never to happen but when it does they will all be safely on the ground level with 2-5 minutes. The present 20 invention is a fire and emergency escape system intended to rapidly and safely provide an evacuation route for individuals in multi-level buildings through an installed slide or chute component along with accommodated doors and safety level. The present invention offers multiple embodiments to cater towards the variations of different sized and shaped buildings and large groups of people. 25 The present invention incorporates a vest with bungee cord component to be used at every level of buildings from 2-120 stories. The 120 Story or any height will have a reserve parachute that can be deployed at any level the person desires to deploy. The present invention acts as a 21st century solution to fire escape systems. The present invention offers the first high-rise evacuation system in the world. The tragedy of 30 the 9/11 terrorist attacks has drawn a great deal of ideas to come with a solution to high2 rise fire and terrorist escape systems, which the federal government has done little to improve upon. BRIEF DESCRIPTION 5 OF THE DRAWINGS FIG. 1 is a drawing of the present invention and its components in a preferred embodiment. FIG. 8 is a drawing of the present invention and its components in a preferred embodiment. 25 DETAIL DESCRIPTIONS OF THE INVENTION All illustrations of the drawings are for the purpose of describing selected versions of the present invention and are not intended to limit the scope of the present invention. 30 The present invention is a fire and emergency escape system intended to rapidly and safely provide an evacuation route for a crowd of individuals in multi-level buildings 3 through an installed tube, slide or chute component along with accommodated doors and safety level. In its preferred embodiment, the present invention may be referred to herein after as “21st Century EVAC System.” The present invention incorporates a vest with bungee cord component to be used at every level of buildings from 2-120 stories. The 120 Story or any 5 height will have a reserve parachute that can be deployed at any level the person desires to deploy. The tube would have as many doors as would be permissible on each floor and have an automatic lock and unlock system which would be on a backup generator. The doors would be unlocked and the bungee cords would all be available either on the 10 outside of each door or on the inside. The bungee cords would have a vest-type attached with very large holes for the arms and a hole for the head. A wide Velcro component about 1-2 feet wide would be sewn on the vests and on the back of the vest would be hook that would attach to the Bunge Cord. The person would slip the vest over their head and attach Bunge cord onto their 15 vest and jump into the well. At the bottom will be the 5-6 foot mattress of soft foam that will be landed on. Each bungee jumper would have a different length of bungee cord so that when they get to the bottom they will just barely land on the foam when they bounce up again and then they can disengage the bungee cord. 20 HI RISE BUILDING OPTION The present invention in this preferred embodiment is a fundamental tube escape system which can be erected as high as the customer wants (3 stories to 120 or more in a preferred embodiment.) The present invention is a tube similar to that of the traditional 25 slides in school and park districts where they are presently being used for recreation with the exception that there will be bands tying the tube system to the building. The only additional changes to these tubes will be a "Flap Type door" at every story of the building at the window where it is available within a foot or closer. The person will open the window and crawl or go in feet first and slide down to the 30 ground level. At the ground level there will be a 20X20 hole with either round plastic balls or one foot squares of soft sponge as seen in amusement parks presently. 4 Another tube system would be built inside of the building on the outer walls or in the middle of the building with access to every floor also. This tube would lead to bottom where there would be sponge block, plastic balls or a pool of water for everyone to drop into. The other escape would be a rubber slide with cables and water filling 5 the sides of the slide to ensure the steadiness of the slide. This slide would also be equipped with a two or three hundred pound weight to ensure it lands on the surface of the ground. This slide would be placed on the top of the building on the opposite side of the tube slide mounted on the outside of the building. This feature would provide additional options if 10 everyone needs to escape from all of the top floors of the building. The final solution would also be installed at all the lower levels of the building starting with the 20th story. This would have a slide also like the high one for the 120 story building except there will be no cables or water filling the sides of the slide. There will be bungee cord components available for everyone who will be using this type 15 of escape. The bungee would extend to the bottom of the slide for easy dismounting. ROOF USE OPTION This embodiment of the present invention is limited use in that most buildings 20 will not want to install this on every floor, which is the most positive thing about the "Tube Type" approach where only one device is required to cover every floor. NUMBER TWO OPTION: 25 This embodiment of the present invention is the same type of rubber slide which has been tested and used presently in other businesses. The main difference in this type of slide is that this roll of rubber slide will be on a spindle. At both ends of the spindle will be "U" type bars which will be lifted and placed on the window sill and be ready to be activated by the injection system connected 30 to the slide. 5 The difference from this slide and the 100 story slide is that there would not be a cable but would have the sides three (3) feet high and at the lower part of the slide there would be "Cones" of a preferred embodiment of two (2) to three (3) feet high across the slide every couple inches and will slow down the people when they reach these cones and will be reaching the bottom at 5 a very slow speed. This product would be for 2-20 stories or even up to 50 stories in some cases. There will also be the 20X20 open hole filled with material NUMBER THREE OPTION: 10 For a 50 story building, this embodiment of the present invention can be installed on every window in the building on every floor, one or two per floor and the difference is that it will have a bungee cord that everyone who uses it will take and put around their waist and they will slide down to the bottom where upon they will reach the bottom with 15 only a few feet from the bottom and thereby can be detached at that time. All of these slide type of systems can be made to accommodate double or triple wide to give more access to more people. Also on the tube slide there can be electronic devices included in the tubes to indicate where everyone is at every moment by the "red, yellow, and green lights" at every portal. This will indicate if someone else is 20 approaching that level and will give a signal of at least three floors or the least two levels above. The first option for a hi-rise building of 120 stories or higher is the following in conjunction with the other suggestions. The 120 story high tube can also be installed onto 25 amusement park settings in a preferred embodiment. The second system embodiment of the present invention should also be used and incorporated with the above. The slide component intended to be installed on the roof is provided for people who would not be able to use the tube because of their position in the building at the time of fire. The individuals would have access to the roof and go down 30 the slide in a very rapid manner and reach the ground floor within one to one and a half minutes. 6 The third system embodiment of the present invention consists of the tube and the same as would be used on the outside of the building except that it would be on the inside walls of the building. The fourth system embodiment of the present invention would have the 2-20 story slides placed on this 5 same building. In its preferred embodiment, the present invention is intended to be installed and put in use for all new building structures. The 120 story high tube component slide can be made available and installed onto existing amusement parks. The 120 story high tube component will have a clear plastic top instead of enclosed top in its preferred 10 embodiment. An elevator or two can also be added alongside the tube for ingress and egress. Another tube system would be built inside of the building on the inner part of the outer walls. This is a fundamental tube escape system which can be erected as high as the customer wants: 3 to 120 stories or more. The tube component is like all traditional slides 15 in school and park districts. The only exception is that this only will be half the tube instead of the full round tube. At the ground level, there will be a 30 x 30 hole at least 5-6 feet deep with either round plastic balls or one foot squares of soft sponge as seen in amusement parks presently. This embodiment is only for new construction buildings. This is part of the 20 total package system above with the outside tube system or the tube inside of the building’s outer wall. In addition to the above will be steel tube components that are 6 feet thick with 6 feet of concrete. On the inside of the steel tube will be small platforms for the users to stand after they apply their vests on. This will include and replace the tube system, which 25 would normally be placed in the middle of the building inside with access to everyone in the building from the 120 story buildings. (Some buildings are 20-30 yards wide.) The outside office would have access to the Tube Slide on the inside of the outer wall and the people in the middle offices would access to the Metal Tube escape. The Metal Tube would have concrete on the outside of it and on the inside to insure it from 30 getting too hot. There will be an entry at every level of the building having doors that are released 7 to be opened and everyone grabs a vest off the door with a bungee cord attached on the back and slips the vest over their head and then stands on the platform and drops down to the ground level where the 5 foot thick sponge will be waiting for them to take their bungee cords off and depart the building. The doors will have a separate electrical system in addition to the original to act as a back-up in case the electricity 5 is cut off of the building. This embodiment must be allowed as a separate back-up system. While the concept of numerous individuals getting on the same bungee cords at the same time may be an arguably ridiculous idea, the present invention will have plenty of room in the size of a cylinder where there should not be any problem with anyone 10 hindering anyone else. Plus, the likelihood of there being a fire in the entire building from the first floor to the top 120th floor is highly unlikely. So when there are people at all different levels of the building approaching the jump into the well, they will have plenty of time to see who is where and if there will be any conflict of them emerging at that time or if they should wait. The fact of the matter is 15 there will only be a few floors that will be evacuating by this method if the fire is only on a few floors. There will be plenty of room for everyone. No matter what, this would be in my opinion the very best method for every new construction building in addition to the other op ions. A building with 120 stories would have everyone on the top floors arriving on the bottom sponges within 1-2 minutes. 20 Even if the whole building is escaping there will be plenty of room for all and they will be disembarking off their Bungee Cords as soon as possible. The subject of whether or not to go on the bungee cords will be decided very much in advance since all people employed in the building and all visitors will be subject to an ongoing video system of the 9/11 pictures of people jumping from the top of the World Trade Center. 25 The user will not have time to think whether or not it is a good decision to make, but the user will only have the single idea to escape the fire. This will be an ongoing video that will be playing on all of the television sets in the building and if it is a hotel, the user would have it on their televisions and rooms. There will also be a training room for all employees who will go through with the 30 5-10-20 foot platforms to get the comfort of the bungee cord use. A clear plastic top for the total tube system could also be substituted for the usual colored top of the tube. For 8 climates not having harsh weather conditions, the tube may be replaced with a regular type slide, "Topless Tube", so to speak with three foot (3) sides with openings for people to mount the slide. This would be somewhat less costly too. On the tube type slide component the outside can be made in different colors, designs on it or other options to enhance the look of the building. It could 5 also be all clear plastic tubing if a manufacturer is available. At the bottom will be fire fighter personnel helping the evacuees on to solid ground. The main aspect to remember is that all slides can be a “convertible type,” which means no top at all but just the three-foot sides. 10 OTHER OPTIONS FOR EXISTING BUILDINGS: NUMBER TWO OPTION: This is the same type of rubber slide which has been tested and used presently in 15 other businesses. The main difference in this type of slide is that this roll of rubber slide will be on a spindle with at both ends of the spindle will be "U" type bars which will be lifted and placed on the window sill and be ready to be activated by the injection system connected to the slide. It can have a portable type of frame work that can be eclectically moved and raised to window level or if in some cases lifted up manually. 20 The difference from this slide and the 100 story slide is that there would not be a cable but would have vests with hook on the back to attach to the Bungee Cords available for everyone up to 30 if necessary with a big loop on it to put under their arms or they could use the vest type as mentioned above. They can access the slide and go to the bottom which would have a 25 30X30 foot box filled with a 4 to 5 foot sponge to absorb and make like a cushion for all coming down on Bungee cord. Lower part of the slide there would be "Cones" of about two (2) to three (3) feet high across the slide every couple inches and will slow down the people when they reach these cones and will be reaching the bottom at a very slow speed. This product would be for 2-20 story or even up to 50 stories in some cases. 9 The bottom will have a 20X20 foot box filled with a 4 to 5 foot thick sponge to absorb and make like a cushion for all coming down on Bungee cord. NUMBER THREE OPTION: 5 For a 50 story building this can be installed on every window in the building on every floor, one or two per floor and the difference is that it will have a bungee cord that everyone who uses it will take and put around their waist or use the vest system mentioned above and they will slide down to the bottom. The bottom will have a 20X20 10 foot box filled with a 4 to 5 thick foot sponge to absorb and make like a cushion for all coming down on the Bungee cord. NUMBER FOUR OPTION 15 Now in all these slide type of systems, they can be made to accommodate double or triple wide to give more access to more people. NUMBER FIVE OPTION- STYROFORM RECTANGLE A six foot parallel box height or smaller, almost any sizes, with all sides except 20 the front which will be completely open (with maybe a small 6 inch lip for the feet). On the top will be a slit from backside to front to allow the bungee cord to be slipped through pushed to rear and secured. The whole concept is that this can be any sized individual from 7 foot to infant size. The bungee cord would be anchored into the extra fortified ceiling assuring total 25 safety. The most important aspect of this is that it can be used in any sized building from 120 story to a residential or apt as a single solution or as a back-up. The user may just pick off the hook on the wall, and put the vest on and get the box slip the bungee cord thru the slit and go out the window immediately and reach the ground in seconds. The most and the greatest aspect of this is there would be no babies 30 left burning in a building because they would have a completely totally solidly packed inner section of the box totally locked closed and just throw it out the window without 10 any concern of any injury whatsovever. For the tube systems, they can be electronic devices included in the tubes to indicate where everyone is at every moment by the "red, yellow and green lights" at every portal. This will indicate if someone else is approaching that level and will give a signal of at least three floors or the least two levels 5 above. OTHER OPTIONS 1. A vest with reserve parachute and bungee cord attached to vest. This can be used 10 from any level of any building from 10-120 story buildings. The person jumps out window with vest and chute and deploys chute at whatever height or have an automatic chute opener. 2. Plastic hard slides inserted into each other like a slide. put on porch or next to 15 window at second story buildings only and the slide is equipped with large hooks that fit over window sill and when slide is put out window it will release the second panel that is underneath it and then there is a eject button that is at bottom of slide that will eject a balloon type pillow to land on. 20 ANOTHER OPTIONL An eight foot flat piece of plastic with rails the width of a normal person and length of about eight (8) feet long. Underneath is another piece of plastic exactly the same as the previous described one except that it will be able to slide down from the first 25 piece of plastic and will have curved bottom like typical slides and underneath it is a canister that will eject a pillow or mattress size pillow for evacuees to land on softly. Although the invention has been explained in relation to its preferred embodiment, it is to be understood that many other possible modifications and variations 30 can be made without departing from the spirit and scope of the invention.
