You are about to access a Department of Homeland Security (DHS) computer system. This computer system and data therein are property of the U.S. Government and provided for official U.S. Government information and use. There is no expectation of privacy when you use this computer system. The use of a password or any other security measure does not establish an expectation of privacy. Registration Notice

The Responder Knowledge Base has been developed in support of the emergency responder community. While the majority of site information and services are in the public domain, some content will be restricted to professional responders. Thus we have two levels of registration, one for public users and the other for responders.

Registration is not required to utilize the public portion of the site. It is optionally available to public users, and is mandatory for those who desire professional responder status on the site. Personal information such as address, email, phone, etc. is requested for all registrants. In addition, users requesting responder status are required to provide a point of contact who can verify their status.

Each registered user is asked to select a functional "role" during registration. This role is used in some cases to help provide on-line functionality. Summary statistics on these roles will be published as part of operating site reports (e.g., showing the number of firefighters or patrol officers registered on the site) but these statistics will not be traceable to any individual.


Privacy Notice

Passwords chosen by RKB users are not available to the RKB staff. If a password is forgotten, it can be mailed to the email address on file through the forgotten password request feature. Session cookies are used during RKB sessions. They terminate when you logout or your session times out. Persistent cookies are only used to administer the ForeSee survey in order to block repeated invitations to take the survey. No personal information is transferred to ForeSee.

No personal information on any RKB user is ever provided to anyone or any organization outside of the knowledge base staff and staff from sites to whom we offer reciprocal sign-on privileges. Reciprocal sites are required to operate under this privacy policy with respect to personal information. Personal information on RKB users is only used for the following purposes:


Finally, our staff will take all reasonable precautions to prevent any unauthorized access to the site and its personal data, including annual third-party vulnerability assessments and an active security program. We value your privacy, and will do everything we can to protect your information.


Linking Policy

The information posted on the RKB website includes hypertext links or pointers to information created and maintained by other public and/or private organizations. RKB provides these links and pointers solely for your information and convenience. When you select a link to an outside website, you are subject to the privacy, copyright, security, and information quality policies of that website. RKB is not responsible for transmissions users receive from linked websites.


RKB neither endorses nor guarantees in any way the external organizations, services, advice, views, or products/services included in these website links. Furthermore, the U.S. government neither controls nor guarantees the accuracy, relevance, timeliness or completeness of the information contained in non-government website links, and does not guarantee that outside websites comply with the requirements of Section 508 (Accessibility Requirements) of the Rehabilitation Act.


Product Policy

Reference herein to any specific commercial products, processes, or services by trade name, trademark, manufacturer, or otherwise does not necessarily constitute or imply its endorsement, recommendation, or favoring by the United States Government. Neither the United States Government nor any of its employees make any warranty, express or implied, including but not limited to the warranties of merchantability and fitness for a particular purpose for any specific commercial product, process, or service referenced herein.


Some products displayed on the RKB have been identified as Made in the USA. These products have been self nominated by the manufacturer or vendor and should meet the requirements set forth by the Federal Trade Commission (FTC). The manufacturer has established validity after reviewing the FTC requirements and standards to select that the product display the Made in the USA image. RKB does not guarantee that the products are validated by the FTC. The responsibility of meeting the FTC requirements is solely noted and identified from the vendor/manufacturer. The RKB makes the selection option (Made in the USA) available to the vendors/manufacturers on the RKB website. The FTC does not pre-approve advertising or labeling claims. A company does not need approval from the FTC before making a Made in the USA claim. As with most other advertising claims, a manufacturer or vendor may make any claim as long as it is truthful and substantiated. When a manufacturer or vendor makes an unqualified claim that a product is Made in the USA, it should have and rely on a "reasonable basis" to support the claim at the time it is made. This means a manufacturer or vendor needs competent and reliable evidence to back up the claim that its product is "all or virtually all" made in the USA.

The following rules of behavior and acceptable use policy apply to all web users of the Responder Knowledge Base System. In order to activate or re-authorize your access to the RKB, you must agree to the following rules of behavior:

Willful violation of these rules may result in the revocation of access to the RKB.

By logging into and accessing the RKB System, you acknowledge that you understand and will comply with these rules of behavior when using the RKB System.
