This position is ideal for an External Affairs professional looking for an opportunity to provide communication strategies, message coordination, market analyses and guidance, relationship-building and decision making support on FEMA policies, plans, programs, key initiatives and actions that affect stakeholders before during and after natural disasters, acts of terrorism and emergencies.  This position starts at a salary of $73,848.00 (GS-12) and can extend to $96,001.00.  Apply for this exciting opportunity to become a member of the External Affairs team in DHS/FEMA, Region Eight, Office of the Regional Administrator.

PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

EMERGENCY ASSIGNMENT:  For all nonbargaining unit positions, the following applies:  Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.  All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Relocation expenses are not authorized for this position.

In this position you will report to the Regional External Affair Director. The role of the External Affairs Specialist is to provide professional support toward the accomplishment of the External Affairs mission.  Your duties may typically include:

  • Composes event remarks and platform speeches of officials.  Prepares and reviews all correspondence from congressional offices and develops responses for Regional Administrator's signature or coordinates with appropriate division.
  • Develops and implements clear, concise and timely communication plans for highly visible agency-wide and regional initiatives related to disaster response and recovery, preparedness, prevention and mitigation.
  • Establishes, maintains and enhances functional relationships with Members of Congress, federal, tribal and state/local governments, news media, private sector organizations, and other appropriate organizations and associations.
  • Conceives, develops and implements emergency and hazards awareness media campaigns designed to lessen the effects of disasters and other emergencies.
  • Coordinates major press conferences and interviews of agency officials and assists leadership in handling both crisis and non-crisis special events, using a style that upholds credibility and audience interest. 
  • Creates and produces varied informational products and provides photos/video support for disasters or major agency organizational components, such as the regional office or disaster field office.

You qualify for this position at the GS-12 level if you possess one of the following: One full year of specialized experience. Specialized experience is described as experience developing and applying knowledge of external affairs and crisis communications strategies during disasters and emergencies.

Time-in-Grade Requirements for Federal employees:  Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

1. Knowledge of emergency management systems as it relates to establishing and maintaining relationships with various stakeholders ad implementing external affairs activities.

2. Skill in analyzing and developing recommendations from a wide array of conflicting and divergent sources.

3. Skill in developing communications plans and products designed to help affected groups understand emergency management issues.

4. Skill in oral communication.
