EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.

 

Relocation expenses are not authorized for this position.

This position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of External Affairs.

 

 

Typical work assignments include:

 

  • Serve as an advisor to public affairs senior staff on matter related to communicating with the news media and FEMA stakeholders.
  • Develop and implement communication plans supporting many "proactive" cross-media activities such as strategic planning, multimedia, publication development and media outreach.
  • Assist reporters, editorial writers, and newspaper columnists in the preparation of material related to FEMA programs.
  • Organize and coordinate print and broadcast media interviews with key officials, and oversees all arrangements with the news media involving FEMA activities.
  • Develop and write information materials designed to reach selected national audiences through the news media such as wire services, radio, television, newspapers, and magazines.

You qualify for this position at the GS-12 (starting salary $74,872) level if you possess the following:

 

One full year of specialized experience, equivalent to the GS-11 level in the Federal service developing communications products that includes brochures, news releases, fact sheets, videos, and/or web content; managing media affairs initiatives; planning for public affairs-related needs for special events; and coordinating activities related to emergency response media releases. Experience managing a news desk is desired.

 

Time-in-Grade Requirements for Federal employees:  Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

Education:

 

There is no education substitution at the GS-12 grade level.

HOW YOU WILL BE EVALUATED:

We will review your resume and supporting documentation to ensure you meet the basic qualification requirements. If you meet the minimum qualifications, your experience, education, and training will be rated using a job questionnaire that is based on the following competencies or knowledge, skills, and abilities needed to perform this job:

 

1. Knowledge of public affairs communications principles, methods, practices, and techniques.

2. Skill in developing and writing media materials and materials for public distribution.

3. Skill in planning and executing communication tactics and strategies, including media relations, public outreach, web content to promote agency/organization programs and convey information to diffuse potentially negative issues.

4. Ability to gather and evaluate news media information.
