This position is located in the Regional Response Coordination Center (RRCC), Disaster Operations Directorate, Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS).  The RRCC maintain as all-hazard 24/7 watch operation and has a vital role in establishing and implementing national priorities and strategies to respond to disasters and other national emergencies.

This position is ideal for the candidate who wants to maintain a national situational awareness of the Agency's operational status to monitor emerging incidents or potential incidents with possible operational consequences, and to execute field actions.

This position starts at a salary of $50,620 (GS-9) with a promotion potential to $95,429 (GS-12). Apply for this exciting opportunity to become a member of the Region III, Regional Response Coordination Center.  

PROMOTION POTENTIAL: This position has promotion potential to the GS-12 grade.  Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.

Relocation expenses are not authorized for this position.

The selected applicant will maintain national situational awareness by collecting and analyzing information from a variety of sources, developing standard and specialized reports, summaries and briefings.  The RRCC maintains and displays a common operational picture. The RRCC generates daily situation reports and executive level summaries to keep the FEMA Regional Senior Leadership Group informed about potential incidents of national significance. In this position you will serve as a Watch Analyst on a Watch Team which is comprised of a Watch Officer Lead and Watch Analysts who perform tasks in support of assigned emergency programs. The Watch Teams work on rotational 12-hour shifts. Among the duties performed are:

  • assisting on all-hazard disaster response operations and planning
  • conducting research or coordinating with other program offices to obtain needed information
  • providing support and assistance with analyzing, interpreting, developing, coordinating, and negotiating broad national policy insofar as the assigned functional area or geographical Federal, Regional, State or local issues are concerned
  • assist with complex program issues using knowledge of emergency management programs
  • participating in developing final products for the team, such as reports and briefings
  • reviews data to ensure accuracy prior to submission to supervisors and/or senior leadership

You qualify for this position at the GS-09 level (starting salary of $50,620) if you possess one of the following:

A. One full year of specialized experience at the GS-07 level that demonstrates the ability to assist in analyzing the Federal and/or state government's response to disasters and emergencies, and devloping remedial solutions.

B. Master's degree OR equivalent graduate degree

C. Two full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related to education and experience.OR

D. A combination of successfully completed post high-school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

 

You qualify for this position at the GS-11 level (starting salary of $61,245) if you possess one of the following:

A. One full year of specialized experience at the GS-09 level that demonstrates the ability to analyze the Federal and/or state government's response to disasters and emergencies, and devloping remedial solutions. OR

B. Ph.D. or equivalent doctoral degree OR

C. Three full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related to education and experience.OR

D. A combination of successfully completed post high-school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

 

Time-in-Grade Requirements for Federal employees:  Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

Education must include courses/classowrk that demonstrate the ability to analyze information, apply decision making and problem solving skills to emergency management issues, the ability to research, compile data,  and create and present both written and oral reports.

3. Skill in the use of computer mapping or similar programs.

4. Knowledge and application of the operational concepts of the National Response Framework relating to emergency operations, procedures, and emergency notification.
