Continuity Working Groups
The Continuity of Operations Division, National Continuity Programs (NCP), coordinates National Continuity of Operations activities through the following Continuity Working Groups:
- Interagency Continuity Test, Training, and Exercise Working Group
- DHS Continuity Working Group
- FEMA Headquarters Continuity Working Group
- Federal Executive Board and Federal Executive Association Continuity Working Groups
- Regional/State Continuity Working Groups

Continuity of Operations Strategic Planning Conference
To help develop and support the nation’s non-federal entities, continuity programs and meet requirements in the National Continuity Policy Implementation Plan, the Continuity of Operations Division has established annual Continuity of Operations Strategic Planning Conferences. The second of these conferences, which involved participants from all the states and territories, and the District of Columbia, was held in Galveston, Texas, on March 16-18, 2010.
The theme of the 2010 Continuity of Operations Strategic Planning Conference was “Pursuing Continuity Excellence through Collaboration and Innovation.” The goals for this conference were the following: to share new information about continuity of operations policy, facilitate an exchange of ideas and experiences, and ensure that all participants have innovative tools and resources necessary to develop their continuity plans and programs.
Continuity Webinars
NCP demonstrates our continued support to the continuity community in these times of limited resources and higher demands. To ensure collaboration with our state, territorial, tribal, and local counterparts, NCP is providing a webinar format that facilitates the exchange of continuity information, ideas, and experiences. These webinars provide a forum for discussing the roles and resources necessary to establish and implement effective continuity programs and plans.
Continuity of Operations Strategic Planning Webinar
On March 17, 2011, Federal Emergency Management Agency (FEMA) NCP hosted a Continuity of Operations Strategic Planning Webinar for states, territories, tribes, and the District of Columbia. This webinar proved to be a viable alternative to the annual in-person Planning Conference.
Conducting this webinar, versus a by-invitation-only conference, enabled a larger number of continuity and emergency management professionals, practitioners, and apprentices to participate in the event. The Webinar met the requirements of the National Continuity Policy Implementation Plan (NCPIP).
The theme of the Continuity of Operations Strategic Planning Webinar was “Strengthening Communities Through an All-Hazards Approach to Continuity Planning”. The primary focus was to share information about four continuity planning workshops, which addressed the identification of mission essential functions, cyber risks, terrorism threats, and leadership support for continuity.
Continuity Webinar Series
To achieve the Continuity mission, NCP has established multiple programs to support DHS and Interagency continuity nationwide. The NCP monthly Continuity Webinars will play a key role in strengthening continuity throughout all forms of government. Through this form of social media, the webinars will focus on sharing continuity information and guidance; identifying lessons learned and best practices; and exchanging ideas and establishing/building relationships.
The Webinars will be conducted monthly and address continuity-related topics presented by Continuity and Emergency Managers from varied backgrounds and experiences. Please visit our Continuity Webinar Series homepage for information on past and future webinars.
Homeland Security Information Network Site
NCP manages a portal on the Homeland Security Information Network (HSIN) dedicated to sharing continuity of operations information and products. HSIN is a web-based limited access network for the delivery of real-time interactive information and is accessible by both federal and non-federal organizations.
The purpose of the HSIN continuity site is to function as a conduit for continuity information sharing and storage for the national continuity community. The HSIN site provides continuity information, tools, and templates; continuity training and course information; continuity emergency management information; and helpful web links.
Examples of documentation on the site include the National Threat Advisory status, Really Simple Syndication (RSS) news feeds, Federal Continuity Directive 1 (FCD 1) and FCD 2, Continuity Guidance Circular 1 (CGC 1), National Security Presidential Directive-51/Homeland Security Presidential Directive-20, the National Continuity Policy Implementation Plan, Pandemic Template Instructions, Vital Records Brochure, and various website links. NCP routinely uses this site to post GIS disaster information during emergencies and disasters, and other important continuity information, including policy guidance documents and training and exercise information.

Continuity of Operations Brochure
Continuity of Operations: An Overview, discusses continuity operations, its goal, viable continuity capability elements, and the four continuity operation phases. The brochure also addresses the conditions under which continuity plans would be activated and information about the ten FEMA regions. The brochure is a useful tool for educating the continuity community and those unfamiliar with continuity on the importance of continuity planning in federal and non-federal organizations. Continuity Videos
Videos developed by NCP, in conjunction with the Emergency Management Institute and PREPnet, promote the importance of Continuity plans and programs throughout the nation:
- Tribal Continuity Video - The primary purpose of the video is to promote the importance of continuity plans and programs within tribal governments.
- Continuity Connection Video - The purpose of this video is to provide a general overview of the Elements of a Viable Continuity Capability. It is now disseminated and used in various continuity training programs Nationwide.
