Title - Importance of Performing Organization in Past Performance Evaluation

Question -

Am I correct in my understanding of past performance evalautions that there is no relevance if the performing organization cited in the past performance reference is not the same personnel that will be performing on the program being proposed (i.e. just because you are with the same large company, that doesn't mean that another organization within the same company has relevant past performance)?

Scenario - I have a large defense industry company who insists that using past performance citations for programs that were performed by a different business unit, with a different geographic location, CAGE code, and most importantly performed by personnel who will have no workshare (prime, sub, etc.) for the program being bid upon, is Highly Relevant because they are all part of the same large company.

I have included FAR 15.305 (2) and DOD's Guidebook on Past Performance (especially read pgs 8 and 9) at

https://acc.dau.mil/CommunityBrowser.aspx?id=491115.  Both documents clearly indicate that the determination of past performance relevance is ultimately up to the Source Selection Authority and should be influenced by the business unit, location and people doing the work. I looked at protest cases with the GAO and could find no court courses that support or conflict with this interpretation.
