WASHINGTON -- The U.S. General Services Administration's Federal Technology Service (FTS) has issued a Request for Proposals (RFP) for its Washington Interagency Telecommunications System (WITS2001) contract. This contract will provide Federal agencies in the Washington, DC Metropolitan Area with all existing local voice and data telecommunications services plus services that become commercially available during the life of the contract.

The WITS2001 RFP reflects a strong customer-focused approach to voice and data services. It includes information on customer expectations in areas such as service ordering, billing, operational support services, trouble reporting, and customer service to ensure a smooth transition for existing customers.

The WITS2001 contract is a hybrid contract providing services and operations, administration, and maintenance. The contractor will operate, administer, and maintain government-owned WITS network assets that currently provide services to 170,000 WITS line subscribers. The contractor will also be responsible for providing services via the contractor's owned or leased assets on an Indefinite Quantity, Indefinite Delivery basis to all Federal clients in the Washington, DC metropolitan area. As part of this solicitation, GSA intends to work with the contractor to increase the WITS program's share of the Federal data services market in the National Capital Region.

The current WITS contract was signed with C&P Telephone (now Bell Atlantic) in 1989 and will expire in January 1999.
The RFP (Solicitation WTT-98-PW-N-0001) is available via the Internet at http://post.fts2k.gsa.gov/wits2001/. Paulette Ward, the Contracting Officer, can be reached at (202) 708-5419. For additional information, contact Trish Sitnik at (202) 708-8000.
