On November 18, 2009, the Department of Education published notices in the Federal Register inviting applications and announcing final priorities, requirements, definitions, and selection criteria for the Race to the Top Fund. On April 14, 2010, the Department published the notice inviting applications for the Phase 2 competition.

The Department has issued a new rule for the Phase 2 competition. In order to fund as many strong applications as possible, we are requiring budgets in Phase 2 to be within the ranges that were suggested in the original notice inviting applications. For the Phase 2 competition, we will not review applications whose budgets exceed the top of the State's range.
Correction Notices
Included as Appendix B to the November 18 notices (above) was the Scoring Rubric that the Department developed for the scoring of State applications submitted under this program. The following notices make several corrections to Appendix B to the November 18 notices.
