To the SEC:
I am writing to urge you not to legitimize naked short selling and Failure to Deliver.
This proposed rule change is especially difficult to understand when the stock market is in a very precarious state.
Deliberate failure to deliver on a contract is a crime that should not be excused at the expense of small shareholders.
