This publication explains why teaching children "stranger-danger" is not effective. It describes what a child perceives as a stranger and that is why "stranger-danger" is not effective. Instead of teaching kids not to talk to strangers, this article gives parents advice about how to teach their kids which strangers are okay to talk to.
