"The president has said that he wants a sustained and principled engagement with all states in the region, that includes Syria. But engagement, talking, is not a reward. Engagement, talking, is not just to talk. We have a long list of concerns with Syria, bilateral concerns, regional concerns. I expect Syria has concerns with us. Our trip to Syria, like my meeting last week in Washington with the Syrian Ambassador to Washington is an opportunity for us to start addressing these concerns and using engagement as a tool to promote our objectives in the region.”
