Margaret Sullivan serves as the Chief of Staff for the US Agency for International Development (USAID) Administrator, Rajiv Shah. She joined USAID in May 2011. She came to USAID from San Francisco-based Farallon Capital Management where she directed their Political Risk Management office.

She has a long history of federal service. In 1994, Sullivan began working as the Special Assistant to Defense Secretary William Perry. There she helped manage the Secretary's relationship with the press corps, White House, and Congress. She has also worked as the West Coast Representative and as a Chief of Staff to Secretary Andrew Cuomo at the Department of Housing and Urban Development, and Chief of Staff to the United States Trade Representative in the Executive Office of the President.

She has deep congressional experience, serving as a professional staff member of the House Permanent Select Committee on Intelligence and the House Armed Services Committee. She received her master's degree in public management from the University of Maryland, was a MacArthur fellow, and earned her bachelor's degree in political science from Stanford University.
