Rick Lane is the Director of eCommerce and Internet Technology for the U.S. Chamber of Commerce. Mr. Lane is responsible for coordinating the development and implementation of the Chamber's eCommerce and technology legislative and policy initiatives. The U.S. Chamber of Commerce is the world's largest business federation representing more than three million businesses and organizations of every size, sector and region.
Mr. Lane has been involved in every stage of the legislative process - including the development of substantive political and legislative strategy. He has created and led coalitions, drafted legislation and floor speeches for Members of Congress, and prepared and presented congressional testimony. In addition, Mr. Lane has become a frequent guest lecturer and business advisor on the impact public policy will have on technology innovation and use.
Mr. Lane came to the U.S. Chamber from his position as the Director of Legislative Affairs for the international law firm of Weil, Gotshal & Manges LLP. Working at the firm from 1994 to 1999, Mr. Lane advised and represented clients before Congress on a variety of legislative matters, with a focus on legislation affecting technology, communications, and tax.
Prior to joining WG&M, Mr. Lane was the co-founder and Executive Director of the Modern Education Technology Center, Inc., an educational technology private-public partnership. In this capacity, Mr. Lane helped develop public policy initiatives and strategies that would facilitate the incorporation of technology into the classroom. In addition, he testified on technology related issues before the United States Congress, Maryland General Assembly and local government entities.
From 1988 to 1993, Mr. Lane worked for U.S. Representative Joseph D. Early as an Associate Staff member to the House Appropriations Committee. While working for Representative Early, his primary responsibilities involved technology, communications, tax, education, labor and related issues.
Mr. Lane's political activities include being the senior policy advisor on several federal, state and local campaigns. Mr. Lane has also served in leadership positions on a variety of federal, state and local commissions and committees, including serving on the United States Federal Trade Commission's Advisory Committee on Online Access and Security. Mr. Lane has also served as chairman of the Montgomery County Cable & Communications Advisory Committee (CCAC) for two years. During his six years as a member of the CCAC, Mr. Lane was instrumental in the development of the County's cable and communications policy.
Mr. Lane has been involved in several private sector enterprises, including being the founder and Chairman of the Board of Directors for CyberSports, Inc., the leading seller of college and university sports recruiting software in the country and a member of the Board of Directors of the Privacy Leadership Initiative (PLI).
Mr. Lane holds an undergraduate degree from the College of the Holy Cross, located in Worcester, Massachusetts.
