Noted Economists Praise GOP Pledge to America, Call it “Big Initial Step” to Sounder Fiscal Policy

Some of America’s most noted economists are among the voices speaking out in support of the newly-launched GOP Pledge to America, the new governing agenda built through a process of listening to the American people.  The Pledge emphasizes the need to aggressively cut federal spending and stop the coming tax hikes in order to help the nation’s economy get back to creating jobs – an approach much different from the path taken in Washington in recent years.

Noted economists Michael J. Boskin, John F. Cogan, Allan H. Meltzer, George P. Shultz, and John B. Taylor have issued an enthusiastic joint statement of support for the Pledge:
The ‘Pledge to America’ is a big initial step to a sounder, wiser course for fiscal and regulatory policy, including the proposals to stop the tax increases scheduled to take effect on January 1, 2011, to roll back spending to pre-stimulus, pre-bailout levels, and to require congressional approval of any new federal regulation that has an economically significant cost.  The Pledge is a refreshing dose of budgetary sanity and a restoration of proven economic principles and common sense.

Diana Furchtgott-Roth, a former chief economist at the U.S. Department of Labor who is now the director of the Hudson Institute’s Center for Employment Policy, endorsed the Pledge to America in an op-ed published in the Washington Examiner last week:
Rather than tax increases in 2011, the Republican plan would make all current tax rates permanent, to reduce uncertainty for consumers and employers.  It would cut non-security discretionary spending to 2008 levels. Cuts include ending the Troubled Asset Relief Program; rolling back this year's 5.8 percent increase in Congress' budget; and placing a hiring freeze on all non-security government workers.  In addition, Republicans suggest reforming the congressional budget process to make it easier to cut spending. Current rules are rigged to make it easy to spend money unnecessarily, and not so easy to cut spending.

Many businesses across America would applaud repealing the new health care law, freeing them of the upcoming requirement to pay $2,000 per worker per year beginning in 2014 if they don't offer the right kind of health insurance.  Since the rule applies only to businesses of more than 50 workers, every 50-person business is trying to figure out how not to hire any more workers, and every 55-person business is trying to figure out how to lay off five workers. With a 9.6 percent unemployment rate, that's precisely the opposite of what's needed.

The Republicans would end the new requirement, effective 2012, to file a tax form every time they spend more than $600 per year at any one company, such as an office supply store or a gas station.

Former Congressional Budget Office (CBO) director Douglas Holtz-Eakin, now president of the American Action Forum, has also joined American Action Network president Rob Collins in praising the economic prescriptions put forth in the Pledge:
[T]he Pledge to America – the result of an innovative social media project by House Republicans called America Speaking Out – accomplishes its goal of being relevant, timely and in-tune with the attitudes of a disappointed but ever-hopeful electorate.  We expect a vigorous debate over whether the Pledge contains the 'best' policies, and we look forward to being an advocate for policies that reduce the size of government, encourage freedom and expand opportunity.  Regardless of the outcome of that debate, it seems obvious that this new direction dominates the profligate, dangerous leadership shown by President Obama and the Democrats in Congress.  Democrats have paid lip service to job creation, but continue to burden small business, hammer large corporations and grow only the government. Unprecedented federal deficits threaten higher interest rates and financial panic, health care reform intends to impose costly mandates and administrative regulations on businesses, and the uncertainty of tax increases at the end of the year reduce any incentive to grow.  Led by House Minority Leader John Boehner of Ohio and Rep. Kevin McCarthy, Boehner’s chief deputy whip, the Pledge includes commitments to growth incentives with extensions of the 2001 and 2003 tax cuts and a small business tax deduction. . .

The Pledge also addresses economic and regulatory certainty by repealing measures that limit access to credit and the 1099 reporting provision through the health care reform. These policies eliminate the uncertainty facing growing businesses, and signal a dedication to their viability with incentives to invest.  The president’s philosophy threatens not only businesses, but the financial future of our country. Over the next 10 years, according to the Congressional Budget Office’s Analysis of the President’s Budgetary Proposals, the deficit will never fall below $700 billion.  Ten years from now, in 2020, the deficit will be 5.6 percent of the GDP, roughly $1.3 trillion, of which over $900 billion will be devoted to interest on previous borrowing. The problem isn’t that Americans won’t be paying enough taxes – the plan is to raise more than historically average – but rather the excessive spending intended by Obama.  The Pledge to America identifies a strategy to reduce crippling deficits by cutting spending through discretionary caps and eliminating wasteful and duplicative programs, starting immediately. Getting the deficit under control is not a choice, it’s an imperative. . .

Six months after passage, we are reminded again that [President Obama's health care law] did not accomplish the objective of comprehensive health care reform that delivered quality care at a lower cost and provides options to Americans. But the Pledge is committed to quality health care and includes replacing the reform with cost-savings initiatives and choice.  [Americans] dislike the health care bill.  They also detest the broken process in Congress epitomized by the health care debate littered with procedural tricks, legislative payoffs, and questionable lawmaking.  In our polling, 89 percent favor requiring all legislation be available to the public for at least three days before a final vote. The Pledge to America supports this rule, and also calls for adherence to the Constitution with a citation of Constitutional authority added to every bill.  

Now to be fair, these commitments aren’t the same as action, and action by Republicans does not necessarily guarantee that both parties produce good legislative options. But the people have spoken and their discontent has been heard.  The Pledge is a visible acknowledgement of the need for our nation’s leaders to listen and to lead.

    Mr. John Boehner, what SPECIFIC plan to you have for the health of all Americans? Are you listening to both sides? What options are open to us besides "insurance," which only tends to benefit the Insurance Companies? I am in favor of a public option, one that includes dental care, mental health care, as well as physical care. And if all citizens ate a nutritious diet, gave up smoking and drugs, exercised and controlled their weight, our health care costs would immediately drop. Health education is first priority.

    The Pledge to America sounds great! But how do we know it's not going to go the same way as the Contract With America from the 90s? The voters put the Republicans in power in '94 with the expectations of seeing the Contract fulfilled, only to see them get to Washington, forget their promises and start acting like a bunch of Democrats!! I believe much of what we're experiencing now is due to the fact that Republicans were given a golden opportunity and they blew it!! Considering what this current administration is doing to this country, I don't see any alternative but to give the Republicans another chance. I just hope and pray they don't betray us...again!! Our country can't take much more of this and remain what it was meant to be!

    I HAVE READ THE PLEDGE AND LOVE IT. IT IS A FIRST STEP TOWARD TAKING OUR NATION BACK FROM THE PROGRESSSIVES WHO WANT TO "REMAKE" THE USA. WE DO NOT NEED TO "REMAKE" IT. WE JUST NEED TO GET BACK TO GOD AND THE VALUES OF OUR FOUNDING FATHERS. FOR SOMEONE TO SAY THAT THE CONSTITUTION IS OUT DATED IS NOT AN AMERICAN WHO BELIEVES IN OUR NATION. WE ARE THE GREATEST NATION EVER. WHY PEOPLE WANT TO DESTROY IT, IS BEYOND ME. I LOVE THIS NATION. BUT OUR CHILDREN ARE NOT TAUGHT THE TRUE HISTORY IN SCHOOL.     I applaud your listing specific targets for spending cuts. That is badly needed to differentiate from the Bush/Rove/McConnel-style charade of big spending WITHOUT spending cuts. Also, to avoid appearing as merely a tool of the 10% most affluent (of which I am one), I recommend some openness to the tax cuts for the the most affluent being lessened, e.g., by half.     “Big Initial Step” I like it "A step in the right direction". In order to fix a problem you need to acknowledge there is a problem and Huston help is on the way . We will restore this economy the free market and national pride in NASA I miss my America and with this "Big Initial Step" it will be a small step for man but a giant leap for "American Kind" back to the principals that really define us and who we really are as a people . Im working hard to give us that tenth seat . And for the record we are not the party of "No" we are the party of "Socialism" can get out of my house. Take care and God bless.

    I will soon be 50 and I honestly don't see retirement as an option for me. A recent survey shows Ohio, Indiana, and Kentucky as 3 of the top 5 worst states to build a retirement nest egg. This pledge is a tiny step towards undoing the last 75 years of failed fiscal policy by both Democrats and Republicans. We need a slash and burn program to take back this country from Washington. Spending levels need to be rolled back to within the contitutional bounds, so don't stop at 2001, keep going back a few more decades. Add to the pledge that the politicians in Washington will have the same retirement programs as the private sector and maybe, just maybe I will be able to retire in 20 or 30 years.

I really appreciate you fighting the Democrats these last 4 years that they have been in power, and hope that you become Speaker of the House after the conservative revolution speaks on November 4th.     The thing is, a "PLEDGE" means nothing, empty words and it's way too late to play this card. A "PLEDGE is NOT a "PROMISE". What this really looks like to us, is the elites who own these so-called "noted economists" (whom I have never even heard of - did they just get out of college?) are aware that their "left" hand has stopped fooling the people and are now flashing something bright and shiny in the "right" hand. The fact is, everyone has woken to the fact that there is no "left/right" paradigm in America - there is only fascism. We know the GOP will just keep following Obama's path to one-world governance and bringing the U.S. under control of the U.N. by using NAFTA. Bush laid the way for Obama with his executive orders (and Clinton before him and so on) giving the office of the presidency even more power of a dictatorship. So, who we vote in next will have tremendous power to do whatever they want to us. Cutting taxes does nothing! We need to take back control of our money supply from the international banking elite! We owe so much (of our own) money to the Federal Reserve (a private bank), it doesn't really matter what you do now. By cutting "income" taxes (which 100% of go to the Federal Reserve NOT to government programs - those are paid for by other taxes), we are essentially straggling ourselves. What Congress needs to do right now is take back the money printing presses!!! Only Congress has the power to print money!     Thanks for doing the first step in restoring this nation. I agree about the unions, the National Education, and state's rights. We could (also) get out of the UN and move the UN OUT of our country. They are "globalists". Not sure if the progressives and the globalists are one and the same, I suspect that they are. We the people, want to restore our Constitution, our history, and our Founding. We do not need to repeat the stupid stuff of the past, we all know that. But let us take what does work, what did work and do it again. Limited government as it was with the "original" intent of the Founders. Whatever is not deligated to the Fed, is up to the states and to the People. Give me liberty, or give me death.

    The Pledge To America sounds like a good starting point that will never happen. All 435 House members should be voted out and new blood brought in. Everytime I look at the news I am ashamed of what's going on in Washington. If a business was run this way It would not be around for long!

    Be assured, Republican office holders, we the people are most happy that you say you intend to do these very needed changes. We are counting on you to do exactly as you say in the pledge, and much more. Indeed it is a first step, much needed. Repealing the health care bill is mandatory. Doing that will restore some of our lost freedom, and then much more must follow. Doing all necessary to get the U S on a fiscally sound basis is mandatory as well. We are ready and willing to sacrifice if needed, and willing to do without the entitlements that are costing our nation much too much.We expect our representatives to be willing to sacrifice along with us, in order to maintain our trust and respect , as they use the power we have given them. We want to see by the things they do that they are true to their oath of office to know the Constitution, and to let it be their guide in all actions.

    Mr. Boehner, I applaud you for this effort. However, speaking only for myself, I will not believe that Republicans are really serious about correcting the errors, both Democrat and Republican, that got US into this mess as long as even one Republican asks for and receives earmarked money for their constituency. I noticed that you have been very successful at getting reelected without spending earmarked money.

    John, I and my family are big fans. However "we the people" will hold the GOP's feet to the fire on this Pledge to America. We can't have another 1994 plan and then let it fail. Big changes are ahead. Will those changes be ours or "theirs"? We truly appreciate your stand, leadership and willingness to take the "heat" of critics. My wife and I have 12 grandchildren and they as well as the rest of our family support true conservative values. We will continue to support those values and oppose all others. We feel the country is truly at a tipping point. Reversing Obama's agend of the past 1 1/2 years will be difficult but we are up to whatever it takes to accomplish it. Phil Watson

    I was looking for a different outcome. I don't want folks that can manage Big Government better than the Democrats, I was looking for some bold changes building on the foundational principles of our country. I believe the original blueprint for a successful democratic republic (our US constitution) is still viable. We need a plan to get us there.

    Both parties really don't get it. We need to restore this country back to prior to "the new deal" era. Yes, millions of government employees will lose work, but the private sector will be there to pick that up. Offer incentives for manufacturing to move back to the USA. We have become a service country and cannot survive. Close many government agencies down. Stop giving grants to universities. Stop giving grants and interest free loans to non-americans to start businesses. Stop giving medicare and social security to those that have not paid in to system. Put everything on the ballot and let us decide since apparently those elected can not.

    I was so proud of your pledge to America, have been wanting to here some positive things to do to get America that we know back. I'm also concerned about congress taking our social security money and using it for whatever they want, these accounts should never have been able to be touched by congress, I personally paid in to social security 40 years and now they tell me I may get cuts in my social security because of this and also may be in the poor house because there will be no social security. There is a bill before the congress that will forbid congress from dipping into this account instead of putting in a useless IOU that congress never intends on paying back. Our congress should be accountable to the people and the constitution.

    After reviewing the GOP Pledge to America it is the same pledge that was submitted by the Republicans in 1994. Also I watched you on Fox new this week and you were asked if the Republicans take control of the House would pork programs come to a halt and you refused to comment. If these pork programs continue under Republican control it will be no different that the Democrats.

    I truly appreciate your efforts and those of the other congressional members in bringing about the Pledge to America. It is a good start but there absolutely has to be solutions to the problems identified as well as identifying and correcting the damage this administration has done to just about every facet of government, both state and federal. Democrats say this is only a pledge and stops short of a contract or promise and is viewed by many as a midterm election ploy. Therefore, it must be expanded to include more detailed ways in which the Republicans can show the American people that they really do have a plan to turn the tide of chaos that has arisen in this country. Drastic steps need to be taken and taken quickly Mr. Boehner, if we hope to really make a difference this coming election and in 2012. Reform our government to include downsizing the US Government NO MORE USE OF CZARS, NO MORE GOING AROUND CONGRESS BY WAY OF PRESIDENTAL APPOINTMENT. That is what the president's cabinet is for. Cut wasteful spending and entitlement programs in every branch of government, cut taxes, stop the bailouts including TARP. Keep Social Security and Medicare in the federal government, take a realistic approach to health insurance reform. What everyone seems to forget is that if the millions upon millions of illegals are granted amnesty, that will impact the current Obamacare costs substantially more than projected. Secure our borders! liminate the use of lobbyists in congress, minimize the use of foreign oil by whatever means necessary, invest in our military before investing in our infrastructure. If we don't have a strong military, we won't have to worry about having new roads, bridges or railways. Get back to basics Mr. Boehner! God Bless America and Semper Fi.

    It’s a start but without a veto proof Congress it’s likely to be less action and more stagnation. Recall when Clinton was successful blaming the Republicans, who caved, for a government shut down over budget disagreements? A complete review and overhaul of past legislation is needed. Today 35 cents of every dollar earned goes to compliance with federal rules and regulations. Taxes plus compliance with federal rules and regulations costs $38,000 for every household. Does that spell government is too large and burdensome? Recent legislation will create more rules, regulations, and bureaucrats that are certain to drive those costs skyward. Since politicians refuse to embrace the fair tax in favor of a complex, corrupt, unjust, archaic, punitive, manipulative, and immoral tax code, the least you can do is maintain the current marginal rates and eliminate uncertainty. Cutting spending to 2008 levels is a bit conservative, let’s dig up those old budgets of 2005 or, better yet, 2001. Get the government out of the banks, auto companies, and private compensation decisions. Fannie Mae and Freddie Mac, in league with congressional allies, brought the country to the brink of a depression. Now, despite reckless deficit spending, we cannot escape the ravages of the recession they caused. Clean them up or break them up and sell the carcasses.

    Dear House Minority Leader, I want to congratulate you and your fellow Republicans for developing a “Pledge” that includes some of the desires of the American people. However, just like the previous “Contract with America” gave most of us a warm and fuzzy feeling, we learned that the real intentions and the fine print can change everything. Let’s not forget, that the Republican Party and the Democratic Congress created the problem to begin with, follow by the Hope and Change of the Obama Administration that is driving the entire country into a disaster of cataclysmic proportions. Therefore, with all due respect, I would like to ask you to give us the confidence that we will get our country back to a COMMON SENSE of Transparent Governance. To that end, I would like to suggest the clear and specific additions of the following promises to the Pledge to America: • Mandatory Balance Budget; • Term Limits for all Elected Officials; • Publish all Lobbyists and Subsidies; • Freeze all Immigration, Legal or Illegal; • Require Qualified Documentation to work in the U.S.; • Entitlement Programs for American Citizens only; • Discourage participation in any Non-Contributory Entitlement Program; • Stop any kind of funding to Government or Institutions unfriendly to the U.S.; • Congress and all Government Officials to change their Pension Plans for a 401K Plan; • Congress and all Government Officials to be in Social Security and Medicare like the rest of the population; • No Government Benefit will be paid of more that 50% of the highest Compensation; and • No Government employee can collect any benefits befor the age of 62.

    I see NOTHING new here. It seems you do not have ANY answers but only to complain. It was over two years ago we were at the PEAK of our financial crisis and no one knew who would be our next president. President Obama stopped the bleeding. It took 8 years to screw up our country and I think EVERYONE would agree it will take much longer to fix the mess we were left with in January 2009!

    Bravo! Well said. Although, I see a disturbing note for more legislation to meet these ideals. I believe less is always better when it comes to government. We need to remove legislation not ad more. To see this in action, we would be quite the blessed generation. We need to fight this and it is a good first step. But, let us walk as we speak and honor our God to whom we owe the establishment of this country and the values she holds. Joe

    I look around and find it hard to believe what is happening to our country. I have never been so worried about my future and the future of our once great Nation. Our government has grown so big and so blatantly bold and brazen. This is evidenced by the bills they have passed in just the last year. Laws passed against the peoples (majority) will. Our elected officials have forgotten what they are there for. Creating jobs does not mean opening another government office. Spending my hard earned tax dollars, and not fixing the problem isn't the solution. Raising my taxes to accommodate their PORK spending definately isn't the solution (I'm currently in the 25% bracket). The Obama administration and the Democrats have definately overstepped their bounds. It seems that every day my constitutional rights are being taken away by those who believe that I as a person don't know what is best for me. If nothing else this administartion has made the people more aware of what our government is doing. Everywhere I go I hear people talking about the current political situation. I am so moved by what is happening that I registered to vote and had my children and their spouses register. The Pledge To America sounds great! We, the people will hold you to this pledge. I don't know how we got into the mess we're in as a nation, but the only way to stop the current situation is to work from the bottom up and replace the power base. I hope that our elected officials 'See the Light". It's time for the people to take back some control and have our voices heard. I believe with the upcoming election we are being heard and for some politicians it's to late.

    The Pledge to America is definitely a move in the right direction. However the one thing that will get us back on the right track the fastest and provide a sure and certain way to meet the goals of the Pledge to America has been totally ignored - passage of the FairTax bill. Why is there such reluctance by Congress to deal with this issue. Implementation of the FairTax would bring a quicker and more lasting solution to the present economic mess and enable the Pledge to America to be enacted with greater certainty. Why doesn't the FairTax appear in the Pledge to America?

We need to get back to what the Constitution really says, not what the left wants to change it to, especially since Obama, left out the words "inallenable rights endowed by our Creator" in a speech the other day.     Mr. Boehner, after reviewing the above blogs, find them to be correct, the Pledge to America should be modified to include "TERM LIMITS" so, we don't have career [ 20 to 40 year ] Politicans, like yourself, the limits should be ONLY 2 terms and when they leave office they do not receive there full paychecks, they should receive 1/3 of there regular pay, just like regular working folks. Also needed is purchase Medical Insurance across State lines[ no OBAMACARE ]to reduce premiums, we need jobs, PASS the TAX CUTS[ stop taking a month off ], businesses need to know when they can start hiring to get people back to work. Lets see, if there are 40 million people 50 years and older, why not pay 1 million dollars each to totally retire, that would create 40 million new jobs......RIGHT!!, then they must purchase or pay off there homes.....that fixes the housing market, plus they must purchase a new car......that fixes the Auto industry!! So, why did we approve Billion dollar Stimulus???? Start legislation to make ALL 535 members of Congress, to start paying into Social Security, there Retirement, and Health care!!

    This is the first step of many that are needed to get us back in the right direction. The American people would like to see some of the old basics come back; truth, integrity, morals.....We would like our representatives to treat their elected postions as they were originally set up to be- service to their country, instead of opportunistic parasites.

    The Pledge is an adequate " First Step". Butt you must have plans to go much farther in restoring our constitution and the rule of law. But the citizens must show more caution in electing people of integrity to public offoce

    Nice, but the reality is we are under the Living-constitution. The Living-constitution preamble: We the Oligarchy of the US, in Order to form a more perfect Indebted-Central government, establish only criminal Justice, insure controlling Tranquility, provide for the common Redistribution, promote social Welfare, and? secure Liberty only to the Oligarchy and their Posterity, do establish this erratic unpublished Living-constitution for the US.
