This research report examines right of way management practices of the five State Departments of Transportation. The study summarizes key elements and benefits of the quality management models used by these States in carrying out their right of way programs and provides other agencies with best practice methodology. The study was conducted by Quality Environmental Professionals, Incorporated (QEPI), of Indianapolis, Indiana, under contract with the Federal Highway Administration Office of Real Estate Services. Principal Investigator for QEPI was Deborah E. Peters. The cooperation of the transportation departments of Florida, Louisiana, Oregon, Pennsylvania, and Wisconsin is gratefully acknowledged.
