What’s New
Overview
The Rapid Deployment Energy Efficiency (RDEE) Toolkit provides detailed program design and implementation guides for 10 broadly applicable energy efficiency programs. The RDEE Toolkit helps all entities choose successful programs as they advance energy efficiency program funding opportunities through the American Recovery and Reinvestment Act (ARRA) of 2009. The Toolkit focuses on programs that have extensive, proven field experience, along with documentation on program design, program cost, and results. If implemented as directed, these programs should produce clear, measurable, and predictable energy savings and jobs. The Toolkit is being developed under the guidance of and with input from the Leadership Group of the National Action Plan on Energy Efficiency, with facilitation support from the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Energy (DOE).
Availability
The RDEE Toolkit will be made available in two parts.
- RDEE Planning Guide (PDF) (64 pp., 430K, About PDF) – Includes key considerations in program selection and budgeting, along with program snapshots, including reasonable costs, energy savings, and jobs to expect from each program. (Updated May 20, 2009)
- RDEE Implementation Guide – Includes templates and supplemental materials for each RDEE program area. The guide is being released in two phases:
- Phase I (PDF) (18 pp., 188K) – Materials include information about benchmarking, strategies for customer targeting and marketing, and training needs and resources. (Updated May 20, 2009)
- Phase II – Materials will include sample contract language, evaluation criteria, training modules, timelines, and other resources. (June 2009)
Target Markets
The RDEE Toolkit addresses the residential and commercial sectors across 10 program areas (see below chart).
Program Snapshots
Elements of the program snapshots include:
- Target Market. Description of the part of the market the program will target.
- Program Overview. Why this is a rapid deployment energy efficiency program and the expected results in terms of energy savings, cost-effectiveness, and jobs, if implemented as directed.
- Step-by-Step Program Plan. Detailed step-by-step program implementation directions, including the type of equipment and range of incentives to specify.
- Key Program Specifics. Program-specific examples will address key areas of program execution, such as key language for contractor scope of work and equipment specifications.
- Training. Description of workforce requirements, training plan, and training materials.
- M&V Plan. Outline of a measurement and verification plan for the program, including necessary data collection, recommended verification, default assumptions, and spreadsheets as appropriate.
Technical Assistance
Training and technical assistance will be available to help parties implement programs of interest in the RDEE Toolkit as the program guides are released. Training and ongoing technical assistance will be provided by experts in energy efficiency program design and implementation. More information will be posted on this site as it becomes available.
