"Guide for Implementing or Enhancing an Endangered Missing Advisory" describes how a community can create an endangered missing advisory (EMA) plan, developing voluntary partnerships to rapidly recover missing persons who do not fit the AMBER Alert criteria, but may be in danger. It provides directions for developing, activating, and sustaining an EMA plan and includes sample plans and press releases.
