    Administrator Lisa P. Jackson has made Expanding the Conversation on Environmentalism and Working for Environmental Justice one of EPA's top priorities. In support of this priority, we invite environmental justice advocates to participate on our next Environmental Justice Community Outreach Call, which will take place on Thursday, September 20, 2012 at 5 p.m. ET.

    The purpose of these calls is to provide information to participants about the Agency's EJ activities and maintain an open dialogue with EJ advocates. As EPA continues to advance Plan EJ 2014, the Agency hopes that these calls will better inform the public about EPA's EJ work and enhance opportunities to take advantage of federal activities.     September 21, 2012 - National Environmental Justice Advisory Council National Public Teleconference Meeting

    e National Environmental Justice Advisory Council (NEJAC) will host a public teleconference meeting on Friday, September 21, 2012, from 1:00 p.m. to 3:00 p.m. Eastern Time. The primary topic of discussion will be an update from the NEJAC's Indigenous Peoples Work Group. This NEJAC public teleconference meeting is open to the public. There will be a public comment period from 2:30 p.m. to 3:00 p.m. Eastern Time. Members of the public are encouraged to provide comments relevant to the topic of the meeting. Specifically, comments should respond to how best to:

    1.        What activities and mechanisms should EPA conduct and develop to work collaboratively with indigenous community-based/grassroots organizations to identify and address environmental justice concerns?

    2.        What organizational, regulatory, or policy hurdles exist that impede, complicate, or discourage tribal governments and indigenous organizations from effectively working together to address environmental and public health concerns.

    3.        What are the recommended means and mechanisms for EPA to coordinate and collaborate with other federal agencies to effectively provide environmental justice for indigenous people?

    Members of the public who wish to attend or to provide public comment must pre-register by 11:00 a.m. Eastern Time on Monday, September 17, 2012. Individuals or groups making remarks during the public comment period will be limited to five minutes. To accommodate the large number of people who want to address the NEJAC, only one representative of a community, organization, or group will be allowed to speak. The suggested format for written public comments is as follows: A brief description of the concern, and what you want the NEJAC to advise EPA to do; name of speaker; name of organization/community; city and state; and email address.

    Written comments received by 11:00 a.m. Eastern Time on Monday, September 17, 2012, will be included in the materials distributed to the members of the NEJAC prior to the teleconference meeting. Written comments received after that time will be provided to the NEJAC as time allows.

    Tribal Indoor Air Quality Stakeholder Conference Call

    The U.S. Environmental Protection Agency (EPA) is hosting a public meeting to discuss and solicit input on several upcoming regulatory efforts and their impacts on communities with environmental justice concerns. The regulatory efforts to be discussed include the long-term revisions to the Lead and Copper Rule (LCR) and the third Regulatory Determinations from the drinking water Contaminant Candidate List 3.

    EPA recently announced its intentions to develop drinking water regulatory actions for perchlorate and carcinogenic volatile organic compounds (VOCs). While the Agency is in the very preliminary stages of developing the regulatory efforts for perchlorate and carcinogenic VOCs, EPA plans to discuss these actions at this meeting.

    Listening Sessions on Plan EJ 2014: Considering Environmental Justice in Permitting

    Environmental Justice is one of Administrator Lisa P. Jackson's top priorities for EPA. Plan EJ 2014 (PDF) (9 pp, 332K,  About PDF) is EPA's roadmap for carrying out the Administrator's priority.

    As laid out in the 'Plan EJ 2014 Considering Environmental Justice in Permitting (PDF) (13 pp, 220K,  About PDF)' draft implementation plan, EPA is examining ways to better integrate environmental justice considerations into the permits issued under the Clean Water Act, the Clean Air Act and other environmental laws. A crucial step in this process is for EPA to get feedback from individuals and organizations that have experience and an interest in this issue on the focus and outcomes of the initiative. Accordingly, EPA has scheduled six Listening Sessions, organized by stakeholder group, to provide an opportunity for those stakeholders to express their views on the initiative.

    Purpose of the Listening Sessions: The listening sessions will provide an opportunity for speakers to convey to EPA ideas, concerns and recommendations in connection with EPA's EJ Permitting Initiative. These Listening Sessions are intended as opportunities for EPA to listen to you, therefore EPA will not be responding to comments on the call. The comments will inform EPA's work on the EJ permitting initiative going forward.

    How the Listening Sessions Will Work: EPA has designed a process to allow EPA to hear from as many organizations and individuals as possible. Each Listening Session will focus on a particular stakeholder group. To ensure that everyone has an opportunity to share their views, we ask that only members of that particular stakeholder group ask to speak and only one representative of a particular organization provide remarks during the Listening Session. Individuals that are not able to speak on the call can submit written comments before and after the Listening Sessions. A recording and transcript of every listening session will be available on the EJ website after the sessions.

    June 15, 2011 - Webinar Guidance Development on Permitting the Use of Diesel Fuels in Hydraulic Fracturing

    If you are interested in this effort by EPA , and missed the tribes-only webinar on this topic on June 2nd, here is another opportunity to learn about and comment on the effort. EPA is hosting a public informational webinar on June 15, 2011, from 2:00 - 5:00 pm Eastern Daylight Time, to discuss and to solicit input on a guidance the Agency is developing to assist the Underground Injection Control Program in issuing permits for the use of diesel fuels in oil and gas hydraulic fracturing. The webinar is open to the public, and all interested stakeholders are invited to attend. Pre-registering for the meeting will allow EPA to improve meeting planning.

    June 22, 2011 - Consultation and Coordination on the National Tribal Operations Committee Proposed Path Forward and “Reinvigorated” Purpose Statement

    The U.S. Environmental Protection Agency's (EPA) is initiating consultation and coordination with federally recognized Indian Tribes on the proposed EPA’s National Tribal Operations Committee’s (NTOC) Proposed Path Forward (PDF) (8 pp, 586K,  About PDF) and “Reinvigorated” Purpose Statement (PDF) (2 pp, 288K,  About PDF). These documents reflect changes EPA is proposing to the NTOC process to reinvigorate our interactions with tribes and tribal groups as a method to promote stronger partnerships.

    July 7, 2011 - Tribal Listening Session on Plan EJ 2014: Considering Environmental Justice in Permitting

    Environmental Justice is one of Administrator Lisa P. Jackson's top priorities for EPA. Plan EJ 2014 is EPA's roadmap for carrying out the Administrator's priority.

    As laid out in the ‘Plan EJ 2014 Considering Environmental Justice in Permitting’ draft implementation plan, EPA is examining ways to better integrate environmental justice considerations into the permits issued under the Clean Water Act, the Clean Air Act and other federal environmental laws. A crucial step in this process is for EPA to get feedback from individuals and organizations that have experience and an interest in this issue on the focus and outcomes of the initiative. Accordingly, EPA has scheduled six Listening Sessions, organized by stakeholder group, to provide an opportunity for those stakeholders to express their views on the initiative.

    To implement Administrator Lisa P. Jackson's priority on environmental justice, the U.S. Environmental Protection Agency (EPA) is issuing a federal register notice for public comment regarding "Proposed Regional Actions to Promote Public Participation in the Permitting Process" and "Draft Best Practices for Permit Applicants Seeking EPA-Issued Permits: Ways to Engage the Communities at the Fence-Line."

    The "Proposed Regional Actions to Promote Public Participation in the Permitting Process" presents agency-wide guidelines that will inform the development of regional implementation plans to provide opportunities for overburdened communities to participate meaningfully in the permitting process for priority permits. EPA is also encouraging permit applicants to make an effort to meaningfully involve overburdened communities in the permitting process. To that end, EPA is releasing "Draft Best Practices for Permit Applicants Seeking EPA-Issued Permits: Ways to Engage the Communities at the Fence-Line" for public comment.

    EPA Tribal Program: An Overview
    Separate phone lines will be used for each session, so please be specific about which sessions you want to attend when registering. There will be not be a public comment period during these sessions.
    Please note that a limited number of lines will be available. Those who are pre-registered will be given priority over others on a first-come basis, as capacity allows. Participating individuals will be able to hear "real time" presentations and NEJAC member discussions on the topics specified above. The teleconference will be audio only, in an effort to minimize cost.
    You can register as follows:
    By E-mail to NEJACJuly2012Meeting@AlwaysPursuingExcellence.com with "Register for the NEJAC-July Teleconference" in the subject line. Please provide your name, organization, city, state, e-mail address, and telephone number for future follow-up; and specify the teleconference session number(s) that you will attend. That is, if you intend to call in for all three teleconference sessions, you must state that. Separate lists will be kept for each teleconference session (1, 2, and 3).
    By Phone or Fax to 877-773-0779 with your name, organization, city, state, email mail address, and telephone number. Please specify "NEJAC-July Teleconference" and the teleconference session number(s) that you will attend in your fax or voice message.
    Non-English speaking attendees wishing to arrange for a foreign language interpreter may also make appropriate arrangements using these numbers.
    Members of the public who wish to attend any of the sessions must pre-register by Noon Eastern Time on July 18, 2012.
