Administrator Lisa P. Jackson has made Expanding the Conversation on Environmentalism and Working for Environmental Justice one of EPA's top priorities. In support of this priority, we invite environmental justice advocates to participate on our next Environmental Justice Community Outreach Call, which will take place on Thursday, September 20, 2012 at 5 p.m. ET.
The purpose of these calls is to provide information to participants about the Agency's EJ activities and maintain an open dialogue with EJ advocates. As EPA continues to advance Plan EJ 2014, the Agency hopes that these calls will better inform the public about EPA's EJ work and enhance opportunities to take advantage of federal activities. September 21, 2012 - National Environmental Justice Advisory Council National Public Teleconference Meeting
e National Environmental Justice Advisory Council (NEJAC) will host a public teleconference meeting on Friday, September 21, 2012, from 1:00 p.m. to 3:00 p.m. Eastern Time. The primary topic of discussion will be an update from the NEJAC's Indigenous Peoples Work Group. This NEJAC public teleconference meeting is open to the public. There will be a public comment period from 2:30 p.m. to 3:00 p.m. Eastern Time. Members of the public are encouraged to provide comments relevant to the topic of the meeting. Specifically, comments should respond to how best to:
1. What activities and mechanisms should EPA conduct and develop to work collaboratively with indigenous community-based/grassroots organizations to identify and address environmental justice concerns?
2. What organizational, regulatory, or policy hurdles exist that impede, complicate, or discourage tribal governments and indigenous organizations from effectively working together to address environmental and public health concerns.
3. What are the recommended means and mechanisms for EPA to coordinate and collaborate with other federal agencies to effectively provide environmental justice for indigenous people?

Tribal Indoor Air Quality Stakeholder Conference Call
Our next tribal stakeholder conference call is scheduled for Thursday, February 17, 2011, from 2:00 - 3:00 pm EST. Please let us know if you will be able to attend by replying to this message. An agenda and conference call information will be provided prior to the call.

The regulatory efforts to be discussed include the long-term revisions to the Lead and Copper Rule (LCR) and the third Regulatory Determinations from the drinking water Contaminant Candidate List 3.
EPA recently announced its intentions to develop drinking water regulatory actions for perchlorate and carcinogenic volatile organic compounds (VOCs). While the Agency is in the very preliminary stages of developing the regulatory efforts for perchlorate and carcinogenic VOCs, EPA plans to discuss these actions at this meeting.
This meeting was announced in the Federal Register (PDF) (2 pp, 179K, About PDF) on February 15, 2011 (http://www.gpo.gov/fdsys/pkg/FR-2011-02-15/pdf/2011-3383.pdf)

The National Environmental Justice Advisory Council (NEJAC) will host a public teleconference meeting on Thursday, March 31, 2011, from 1:00 p.m. to 4:00 p.m. Eastern Time. The primary topic of discussion will be EPA's charge to the NEJAC on ensuring long-term engagement of communities in Gulf Coast eco-system restoration efforts. There will be a public comment period from 2:30 p.m. to 4:00 p.m. Eastern Time. Comments requested should respond to how best to:

Engage minority, low-income, and tribal/indigenous communities for input into decisions about Gulf Coast restoration plans, particularly for the impacts of such plans on permitting and how best to facilitate the participation of immigrant populations and communities with potential language barriers.

Purpose of the Listening Sessions: The listening sessions will provide an opportunity for speakers to convey to EPA ideas, concerns and recommendations in connection with EPA's EJ Permitting Initiative. These Listening Sessions are intended as opportunities for EPA to listen to you, therefore EPA will not be responding to comments on the call. The comments will inform EPA's work on the EJ permitting initiative going forward.
How the Listening Sessions Will Work: EPA has designed a process to allow EPA to hear from as many organizations and individuals as possible. Each Listening Session will focus on a particular stakeholder group. To ensure that everyone has an opportunity to share their views, we ask that only members of that particular stakeholder group ask to speak and only one representative of a particular organization provide remarks during the Listening Session. Individuals that are not able to speak on the call can submit written comments before and after the Listening Sessions. A recording and transcript of every listening session will be available on the EJ website after the sessions.

June 15, 2011 - Webinar Guidance Development on Permitting the Use of Diesel Fuels in Hydraulic Fracturing
If you are interested in this effort by EPA , and missed the tribes-only webinar on this topic on June 2nd, here is another opportunity to learn about and comment on the effort. EPA is hosting a public informational webinar on June 15, 2011, from 2:00 - 5:00 pm Eastern Daylight Time, to discuss and to solicit input on a guidance the Agency is developing to assist the Underground Injection Control Program in issuing permits for the use of diesel fuels in oil and gas hydraulic fracturing. The webinar is open to the public, and all interested stakeholders are invited to attend. Stakeholders interested in attending the webinar are invited to pre-register at this website, https://www2.gotomeeting.com/register/854776506 , at least three (3) days in advance. Pre-registering for the meeting will allow EPA to improve meeting planning.
The webinar will begin with a presentation by the EPA Office of Ground Water and Drinking Water on the Underground Injection Control program and possible approaches the Agency may recommend in a guidance for permitting the use of diesel fuels in hydraulic fracturing activities related to oil and natural gas extraction. EPA will answer questions and take comments submitted by webinar attendees for the remainder of the webinar.

To implement Administrator Lisa P. Jackson's priority on environmental justice, the U.S. Environmental Protection Agency (EPA) is issuing a federal register notice for public comment regarding "Proposed Regional Actions to Promote Public Participation in the Permitting Process" and "Draft Best Practices for Permit Applicants Seeking EPA-Issued Permits: Ways to Engage the Communities at the Fence-Line."
The "Proposed Regional Actions to Promote Public Participation in the Permitting Process" presents agency-wide guidelines that will inform the development of regional implementation plans to provide opportunities for overburdened communities to participate meaningfully in the permitting process for priority permits. EPA is also encouraging permit applicants to make an effort to meaningfully involve overburdened communities in the permitting process. To that end, EPA is releasing "Draft Best Practices for Permit Applicants Seeking EPA-Issued Permits: Ways to Engage the Communities at the Fence-Line" for public comment.

The Office of Water is seeking discussion with tribes and feedback on the options being considered for the stormwater rulemaking. The options that EPA is considering includes:
- expanding the currently regulated areas of municipal separate storm sewer systems (MS4s) to include rapidly developing areas
- establishing specific post-construction requirements to control stormwater discharges from newly developed (and re-developed) sites
- requiring certain regulated municipal separate storm sewer systems to address stormwater discharges from existing development through improved stormwater management.
All tribes are encouraged to participate. EPA is seeking comments from tribes as part of the consultation process until July 28, 2011. EPA's Office of Chemical Safety and Pollution Prevention (OCSPP) is initiating consultation and coordination with federally recognized tribes regarding its draft FY 2011 - 2015 Tribal Strategic Plan (Plan). Prior to formal consultation, we have been coordinating and gathering input from key tribal partners, and will continue to do so. At this point, we are initiating the formal consultation process.
The consultation and coordination process will be conducted in accordance with the EPA Policy on Consultation and Coordination with Indian Tribes. OCSPP invites you and/or your designated consultation representative(s) to participate in the process. OCSPP's anticipated timeline for the consultation and coordination period is expected to extend from August 1, 2011 through September 21, 2011. During this period, we will be conducing two national consultation calls. To participate, we invite you or your designee to join us during one or both of the following calls:

EPA is considering revisions to the Lead and Copper Rule (LCR), a drinking water regulation that requires monitoring and treatment techniques to control lead and copper corrosion in drinking water systems. These revisions may consist of changes to the sample site selection criteria for lead and copper, changes to existing tap sampling procedures, changes to requirements for lead service line replacement, and modifications to existing corrosion control requirements. The LCR applies to all public water systems as defined under the Safe Drinking Water Act. Purpose: To provide more information on upcoming activities in EPA's Air Programs and foster a dialog with communities on their air quality issues. This call will provide an:
- Overview of funding availability for Clean Diesel Projects. Connie Ruth of EPA's Office of Transportation and Air Quality will discuss the current funding opportunities for reducing diesel emissions. EPA is Hosting a Web Conference on the Draft "National Water Program 2012 Strategy: Response to Climate Change on May 3, 2012
EPA released the Draft "National Water Program 2012 Strategy: Response to Climate Change" on April 2, 2012 for a 45 - day public comment period. As part of ongoing efforts to continue the public outreach process, EPA is hosting a web-based conference on May 3, 2012, 3:00 - 5:00 p.m. EDT. This web conference will provide an opportunity to pose clarifying questions to EPA on aspects of the draft 2012 Strategy document prior to the end of the public comment period on May 17, 2012.
