Sustainability in Action - NCR Leaves Small Footprints

Federal customer agencies depend on GSA to provide first class workplaces and solutions through planning, preparation and execution, while ensuring environmental stewardship through sustainability. According to Executive Order 13514: "Federal Leadership in Environmental, Energy and Economic Performance,” Executive Order 13423: Strengthening Federal Environmental, Energy and Transportation Management and the Energy Independence and Security Act every federal agency is responsible for integrating environmental accountability into day-to-day decision making and long-term planning. Specific agency goals and plans are detailed in Strategic Sustainability Performance Plans.

The National Capital Region (NCR) supports and advances environmental performance, economic prosperity and social equality through a variety of sustainability initiatives. The development and implementation of sustainable policies, practices and awareness are facilitated by:

  • Educating NCR employees and our customers about sustainability
  • Developing sustainability programs that that address priorities of all business lines and take into consideration tenant agency goals
  • Fostering collaboration across GSA programs, finding ways of reducing environmental impacts and promoting sustainability at all levels
  • Engaging external partners and resources
  • Coordinating efforts to exceed the goals of Executive Orders, regulatory mandates and NCR’s own Sustainability Plan
  • Measuring and reporting on sustainability efforts to reduce cost, improve performance and increase efficiency
  • Encourage new product integration for technological advancement and reliability of a resource-neutral, post-carbon economy
  • Reducing and mitigating environmental risks and pollution through environmental protection practices
  • Supporting the NCR Sustainability Council and National Sustainability Council
  • Incorporating sustainable practices in the operations & maintenance and design & constructions of federal buildings and
  • Utilizing sustainable design principles for urban and regional planning, transportation and green facilities

GSA and the National Capital Region seek to attain and maintain a place of leadership in all that we do. This includes leadership in environmental stewardship and sustainability on our federally owned campus’s and buildings, in our leased facilities, and in the larger community of which we are a part. We are committed to examining the actual and potential environmental impacts associated with our activities and services in order to continually improve environmental performance.

NCR Sustainability Council

In 2011, Regional Public Buildings Service (PBS) Commissioner Cathy Kronopolus appointed Robin Snyder as NCR’s first Greening Officer. Robin is responsible for leading NCR’s Sustainability Council, as well as other sustainability initiatives. The Sustainability Council is includes individuals representing all PBS business lines and the regional Federal Acquisition Service. The primary responsibility of the Regional Council is to promote and foster the integration of sustainability practices and principles into all business operations, through:

  • Serving as a vehicle and a filter for the implementation of federal sustainability requirements including Executive Orders, the Energy Independence and Security Act, the Energy Policy Act, and PBS goals
  • Supporting implementation of building-by-building programs to reduce energy use and water consumption, increase control of stormwater, increase recycling rates, increase use of Energy Savings Performance Contracting, etc.
  • Providing input for the development of comprehensive sustainability awareness training throughout the Region
  • Increasing collaboration to improve consistency and continuity in how sustainability principles and elements identified in the Regional Sustainability Program Plan are implemented
