NSF implementation of Section 7009 of the America Creating Opportunities
to Meaningfully Promote Excellence in Technology, Education, and
Science (COMPETES) Act requires that the Authorized Organizational
Representative complete a certification at the time of proposal
submission that the institution has a plan to provide appropriate
training and oversight in the responsible and ethical conduct of
research to undergraduates, graduate students, and postdoctoral
researchers who will be supported by NSF to conduct research.
Additional information on NSF’s responsible conduct of research
(RCR) policy is available in the Award and Administration Guide,
Chapter IV.B. While training plans are not required to be included
in proposals submitted to NSF, institutions are advised that they
are subject to review upon request.

With the increasing globalization of science and engineering research
and education, and the associated issues related
to the responsible conduct of research within a global context,
NSF recognizes that projects involving international partners may
present special risks and challenges.
The following resources are
provided to assist in developing training and oversight plans
for the responsible and ethical conduct of research in an international
context and to understand the codes of conduct in other countries.
NSF does not provide content or endorse these sites’ content,
but provides them as possible resources. This list is
not exhaustive; there are other relevant resources beyond this
