GROUP/ Directives Management Group: Very Successful Science (SC) Directives Points of Contact (DPC) Conference Call: The Science DPC conference call was hugely successful with 25 out of 35 SC DPCs across the Department being on the call on April 7, 2011. Six action items were developed which the SCMS Operations Center will tackle in future weeks. One very important item is to prepare an email, in conjunction with Science Headquarters, to address RevCom issues that impact the process. This email will be presented to the Contracting Officer Representative for the Doxcelerate contract who is in the Office of Information Resources, MA-90. Since RevCom is a department-wide program, fine tuning for Science alone might not be possible, but if the ideas could be beneficial to the other programs, their incorporation could be quite plausible. All DPCs agreed that quarterly calls would be good, and if major issues, like the accelerated directives reviews come up, a call would be scheduled off-norm. DOE Cancellation Reviews: All five directives for Cancellation Reviews were concurred in by the functional Management System Owner and were completed on time by April 11, 2011. These were: (1) DOE G 413.3-14; (2) DOE G 413.3-8, (3) DOE O 482.1, (4) DOE P 580.1; (5) DOE P 430.1, which affected five Management System Owners. ORO Contact: Jenni Hamilton, 576-0681

O 470.4B, Safeguards and Security Program, was completed on
April 7, 2011, and DOE O 473.3, Protection Program Operations,
was completed on April 11, 2011, both had many Major Issues.
Five drafts were received on April 3, 2011, for full review
including: (1) DOE O 420.1B, Facility Safety; (2) DOE G
414.1-2B, Quality Assurance Program Guide; (3) DOE O
232.2, Occurrence Reporting and Processing of Operations
Information; (4) DOE O 227.1, Independent Oversight Program;
and (5) DOE O 471.6, Information Security, is back out
for concurrence by April 13, 2011. Three of these are with the MSO
for ESH. Two other draft directives are still in review, DOE O
442.2 and DOE O 580.1A. DOE Technical Standards
Program:
Three new draft Technical Standards are in review, DOE STD-3013-YR,
Stabilization, Packaging, and Storage of Plutonium-Bearing
Materials, which is due to Headquarters on May 9, 2011, and
DOE-STD-SAFT-0135, Occurrence Reporting Causal Analysis,
which is due to Headquarters on May 30, 2011, and compliments the
new draft Order, DOE O 232.2, Occurrence Reporting and Processing
of Operations, which is currently in review also; and
DOE-STD-1066-YR, Fire Protection, due to Headquarters on May
27, 2011. Oak Ridge will be on the Monthly Technical Standards
Managers conference call which is scheduled for Wednesday, May 13,

35 SCMS Computer/Programming Activities: The Annual Review form used by staff was modified so that it looks at the Published Date field instead of the Finalized Date when determining when to show the links allowing the start of an annual review. The Published Date was added to the displayed form. MS POCs were added to the initial Annual Review email. The staff form for prior review of Management system Annual Review data was modified to indicate the document source of Subject Area Requirements, Related Info and References.
