DoD Directive 1000.4, section 5.2.1.15, requires all VAOs to complete either a FVAP/Service-provided workshop or the online training available below. Upon completion VAOs will receive a certificate of completion that should be placed in their VAO continuity folder.
The Federal Voting Assistance Program (FVAP) offers online training for individuals who will be involved in establishing or staffing the installation voter assistance offices required by the Military and Overseas Voter Empowerment (MOVE) Act of 2009.
The training covers the establishment and responsibilities of the installation voter assistance office, including how to complete and to submit the National Mail Voter Registration Form used by domestic civilians to register to vote and update voter registration information. Training materials include a training brief with information on the responsibilities of the installation voter assistance office, and a handbook that includes Job Aids, FAQs, and checklists for the establishment and operations of the office.
Directive-Type Memo 10-021 requires all individuals who will be staffing the installation voter assistance office to complete the online training available below.

Voting Assistance Officers (VAOs) ensure that citizens covered by the Uniformed and Overseas Citizens Absentee Voting Act understand their voting rights and how to register and vote absentee and provide accurate non-partisan voting information and assistance. VAOs may be members of the Uniformed Services, civilians, or members of a overseas U.S. citizens organizations. Click here for related forms, envelopes, and other resources.
Each Military Service and the Department of State has a website dedicated to providing absentee voting information. These websites provide general information regarding the absentee voting process, specific information for that Service and links to other helpful websites.
The Federal Voting Assistance Program produces a motivational voting poster every election year. This poster is designed to brighten up any Voting Assistance Officer's office and inspire citizens to register and vote absentee.
Voting Assistance Officers may order posters through their regular distribution channels (see How to Order Materials) or by contacting their Service or State Department Voting Action Officer. Other overseas citizens may obtain supplies of the poster by contacting the FVAP directly at vote@fvap.ncr.gov.
