Voting Assistance Guide

The Voting Assistance Guide (VAG) is a compilation of absentee voting regulations, laws, deadlines, and procedures. It is the primary source of information for citizens covered by the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) regarding the procedures for registering to vote, requesting a ballot, and voting in their state or territory of legal residence. The VAG is regularly updated to accommodate state changes.

Continuity Folders

Continuity of your program is of utmost importance for you, your assistant, your organization and your successor. Create and maintain a continuity folder for your reference and ensure that your successor understands what he or she is supposed to do. Information in your continuity folder (hardcopy and/or electronic) will help you plan.

Voter and VAO Training

This training will assist you in understanding the absentee voting process, completing your absentee ballot request, and successfully casting your absentee ballot.

Self-training materials include a training brief to review for critical information and a handbook that includes Job Aids, FAQs, and checklists for the establishment and operations of the installation voter assistance office. Materials are available in Adobe Acrobat and Microsoft PowerPoint 2003 formats. If you do not have PowerPoint, you can download the free viewer from Microsoft's website. Military Voting Assistance Officer

Civilian Voting Assistance Officer

DoD Directive 1000.4, section 5.2.1.15, requires all VAOs to complete either a FVAP/Service-provided workshop or the online training available below. Upon completion VAOs will receive a certificate of completion that should be placed in their VAO continuity folder.

Installation Voter Assistance Office Training

The Federal Voting Assistance Program (FVAP) offers online training for individuals who will be involved in establishing or staffing the installation voter assistance offices required by the Military and Overseas Voter Empowerment (MOVE) Act of 2009.

The training covers the establishment and responsibilities of the installation voter assistance office, including how to complete and to submit the National Mail Voter Registration Form used by domestic civilians to register to vote and update voter registration information. Training materials include a training brief with information on the responsibilities of the installation voter assistance office, and a handbook that includes Job Aids, FAQs, and checklists for the establishment and operations of the office.

Directive-Type Memo 10-021 requires all individuals who will be staffing the installation voter assistance office to complete the online training available below.

Voting Assistance Officers (VAOs) ensure that citizens covered by the Uniformed and Overseas Citizens Absentee Voting Act understand their voting rights and how to register and vote absentee and provide accurate non-partisan voting information and assistance. Service Voting Websites

Each Military Service and the Department of State has a website dedicated to providing absentee voting information. These websites provide general information regarding the absentee voting process, specific information for that Service and links to other helpful websites.

Motivational Posters

The Federal Voting Assistance Program produces a motivational voting poster every election year. This poster is designed to brighten up any Voting Assistance Officer's office and inspire citizens to register and vote absentee.

Voting Assistance Officers may order posters through their regular distribution channels (see How to Order Materials) or by contacting their Service or State Department Voting Action Officer. Other overseas citizens may obtain supplies of the poster by contacting the FVAP directly at vote@fvap.ncr.gov.
