Jeannie Wagner-Greven, (jeannie_wagnergreven@fws.gov, 505-248-6667.  Jeannie graduated from Humboldt State University in California with a B.S. in Wildlife Management in 1975.  She worked for the Bureau of Land Management in Wyoming and New Mexico in the late 70’s as a summer employee.  She began her full time federal career with the U. S. Army Corps of Engineers in Minnesota in 1979 and joined the U.S. Fish and Wildlife Service in 1984 in the Midwest Region’s Federal Aid program.  In 1987 Jeannie participated in that Region’s Mid-Level Management Development Program.  She became an ascertainment biologist in 1988.  In 1991 Jeannie transferred to the Southwest Region and continued land protection planning duties until she became an assistant refuge supervisor in 2004.  She became Chief of the Planning Division in 2011.   Jeannie has 33 years of experience in federal government natural resource agencies and has been a certified wildlife biologist according to The Wildlife Society since 1983.

Darlene, from the Ysleta Tigua tribe of El Paso and the Benton Paiute tribe, received her Bachelor of Arts in Studio Art. She also has Teacher’s certification. She joined the Division in October 2009 and previously taught 5^th grade and worked for Indian Health services.

Monica Lucero, Natural Resource Planner: monica_lucero@fws.gov, 505-248-6642. Monica has a Bachelor of Science in Biology and joined the Division in May 2009. She started her career with the Service in 2005 as a Student Career Experience Program (SCEP) student in the Southwest Region. As a participant in the SCEP program, Monica worked on Anahuac NWR, Buenos Aires NWR, and with the Refuge Program in the Region Office.

Joseph Lujan, Natural Resource Planner: joseph_lujan@fws.gov, 505-248-7458. Joseph has a Bachelor of Science degree in Wildlife Sciences and joined the Division in July 2009. He has worked for the National Park Service on the Great Sand Dunes National Monument, with the Bureau of Land Management as Fisheries and Wildlife Biologist in Rock Springs, WY, and with the U.S. Forest Service on both the Santa Fe and Carson National Forests.

Jeffrey Missal, Natural Resource Planner: Jeffrey_missal@fws.gov, 505-248-7409.  Jeffrey has multiple undergraduate degrees culminating in a Master of Urban Planning, emphasizing in Environmental and Land Use Planning with certificates in Sustainable Development and Hazard Mitigation.  Jeffrey transferred to the Division in June 2009 from the Air Force where he worked as a military installation Community Planner.  He has also worked for the City of College Station, TX Planning and Development Department.

Mark Sprick, AICP, Natural Resource Planner: mark_sprick@fws.gov, 505-248-7411.  Mark has a Master’s degree in Policy and Planning and retains professional certification in the American Institute of Certified Planner (AICP).  He joined the Division in June 2009.  He has served for more than 25 years as a Leader and Planner with federal, state, regional and municipal agencies in CA, NM and TX.

Carol Torrez, NEPA Coordinator: carol_torrez@fws.gov, 505-248-6821.  Carol has a Bachelor of Science degree in Wildlife Sciences and joined the Division in May of 2001.  She became the NWRS NEPA Coordinator in May 2009.  She started work with the Service in 1983 and, since then, has gained extensive experience working as a FWS Assistant Refuge Manager, a U.S. Forest Service Wildlife Biologist, and FWS Endangered Species Biologist, Migratory Bird Permit Supervisor and Natural Resource Planner.

Roxanne Turley, Natural Resource Planner: roxanne_turley@fws.gov, 505-248-6636.  Roxanne has a Master’s degree in Community and Regional Planning and joined the Division in July 2009.  She worked with the U.S. Forest Service, Cibola National Forest, as a volunteer, a seasonal employee, a Student Temporary Employment Program (STEP) intern in Interpretation and Environmental Education, and a SCEP intern as a Core Planning Team Member before she became a permanent employee working on the recreational aspects of forest planning and NEPA projects.

Katie Boyer, Assistant Natural Resource Planner (STEP): katie_boyer@fws.gov, 505-248-7401.  Katie received her Bachelor of Science degree in Resource Conservation from the University of Montana.  She joined the Planning Division in January 2010 as a Student Conservation Association (SCA) Intern and has since converted to a STEP position as she pursues a graduate certification in the National Environmental Policy Act (NEPA).  Katie previously worked with the Bureau of Indian Affairs on a fire effects planning project for the Confederated Salish and Kootenai Tribes.

Steve Kettler, Land Protection Planner: steve_kettler@fws.gov, 505-248-7403.  Steve has a Master of Science degree in Forest Ecology and joined the Division as a Land Protection Planner in July 2010.  He started his career with the Service in 2005 working for the Colorado Fish & Wildlife Conservation Office.  Before working for the Service, he worked as a plant ecologist for the Wyoming and Colorado Natural Heritage Programs on biological inventories, ecoregional assessments, and conservation planning, and for the Nature Conservancy of Colorado as the eastern Colorado Conservation Scientist.

Sarah H. Ledford, GIS Specialist/Natural Resource Planner Intern (SCA): sarah_ledford@fws.gov,  505-248-6829.  Sarah has a Bachelor of Arts degree in Earth Science.  She joined the Division as a Student Conservation Association (SCA) intern in September 2010.  She has previously worked as the Earth Science Department intern at Vassar College and as a hydrogeologic intern for Region 2 of the EPA.
