The Division of Biological Sciences provides expertise, technical assistance and scientific approaches to resoure issues with the Region. The Division focuses on providing robust, defensible and transparent scientific information and assistance to the National Wildlife Refuge System.

Division of Budget
The Division of Budget is responsible for the regional management of the Southwest Region of National Wildlife Refuge System funding, from budget formulation, budget justification, through budget execution. Funds include the Resource Management funds for the operation of our National Wildlife Refuges, Land Acquisition, Fire Management, Supplemental Appropriations (Hurricane/Storm Damage) Recreational Fee accounts, Reimbursable funding, and many other accounts. The Division has the lead for the NWRS program for financial administration, including the Financial and Business Management System (FBMS).

Division of Facilities Management
The Division of Facilities Management develops policy and procedures to manage real property, cultural resources, Government quarters, roads, motor vehicles and heavy equipment to support the Service mission. The Division takes a strategic, portfolio-basesd approach to managing these assets, by maintaining a database of what the Service owns, what costs are to operate and maintain equipment, condition assessments, and planning and prioritizing life-cycle costs for existing and proposed new assets.

Division of Planning
The Division of Planning serves two basic components of the Refuge System: Refuge Management and Refuge Land Protection. Under the authority of the National Wildlife Refuge System Improvement Act of 1997, the division prepares Comprehensive Conservation Plans (CCP) which facilitate and guide the management programs at each refuge. As a major part of the region's land acquisition effort, the branch assists in the development of required environmental compliance documents under the authority of the National Environmental Policy Act of 1969 (NEPA). Natural resource planners work with ecosystem teams, realty specialists, field biologists, various conservation interests, and professionals in the regional office in documenting and communicating management decisions to affected interests.

Division of Realty Management
The Realty Management Division is dedicated to acquiring the land base necessary to protect diverse, natural communities in the Southwest as part of the National Wildlife Refuge System. This is accomplished by working closely with Refuge leadership, private landowners, our partners and the general public to acquire the minimum interest in land necessary to protect the natural resources. Additionally, the Realty Division provides land management services to other Refuge Management Division personnel in the form of boundary determinations and surveys, permit analysis, and right-of-way determinations.

Division of Refuge Law Enforcement
The Office of Refuge Law Enforcement (ORLE) is responsible for oversight of the Region's Refuge Law Enforcement Program. The Division provides technical and administrative guidance to managers and officers. ORLE carries out the Refuge mission by planning, executing and overseeing LE operations to combat illegal activities on our Refuge lands. The Division maintains a response-ready corps of officers by providing industry standard advanced law enforcement training.

Division of Visitor Services
The Division of Visitor Services is dedicated to supporting Refuges within the Southwest Region provide high quality visitor experiences. The Division focuses on quality hunting, fishing, environmental education, interpretation, wildlife observation and photography facilties and programs.

Division of Water Resources
The Division of Water Resources protects and restores the water resources associated with National Wildlife Refuges in the Southwestern United States. The Division members have expertise in hydrology, water management, wetland management, water rights and water monitoring.
