The DoDEA Communications Office initiates and manages DoDEA's communications and outreach efforts worldwide. The office coordinates press relations, internal information programs and communication with students, parents, teachers, school administrators and the public.

ARLINGTON, VIRGINIA — The Department of Defense Education Activity (DoDEA) confirmed today that approximately 2800 DoDEA General Schedule employees will transition into the National Security Personnel System (NSPS) effective January 20, 2008.

The NSPS, part of the National Defense Authorization Act for Fiscal Year 2004, gave the Department of Defense (DoD) the authority to establish a more flexible civilian personnel management system. It provides the DoD with a modern, flexible and agile human resources system that can be more responsive to the national security environment, while preserving employee protections and benefits. NSPS establishes new rules for how civilian employees are hired, assigned, compensated, promoted, and disciplined and will also have elements that address the Department's labor relations and appeals processes.

DoDEA employees will transition to NSPS as part of Spiral 2.2(b). The change affects all General Schedule (GS) employees in DoDDS Pacific, DoDDS-Europe, Cuba, and DoDEA Headquarters. DoDDS TP educators/administrators, Wage Grade employees, and DDESS employees are not affected by the change.

In anticipation of this transition, DoDEA Director Dr. Joe Tafoya has formed an Executive Steering Committee and has charged DoDEA's Deputy Director, Dr. Shirley Miles and other headquarters divisions to develop a plan to inform and educate employees and to provide the training required for managers and supervisors who will be affected by NSPS. Dr. Miles will oversee the transition and will recruit an NSPS Program Manager to work the operational aspects of the pre and post conversion to NSPS.
