Greenhouse Gas Inventories

A greenhouse gas (GHG) inventory is an accounting of greenhouse gases emitted to or removed from the atmosphere over a period of time. The following states have completed a GHG inventory.

AK, AZ, AR, CA, CO, CT, FL, HI, IA, IL, KS, MA, MI, MN, MT, NJ, NM, NY, NV, OH, OK, OR, PA, SD, TX, UT, VA, VT, WA, WI, WV, All States

Alaska

In January 2008, the Alaska Department of Environmental Conservation released an updated GHG inventory: “Summary Report of Improvements to the Alaska Greenhouse Gas Emission Inventory.”

Arizona

In March 2006, the Arizona Climate Change Advisory Group approved the “Final Arizona Greenhouse Gas Inventory and Reference Case Projections 1990-2020.”

Arkansas

The Governor's Commission on Global Warming issued its final report on October 30, 2008. As part of its work, the Commission developed and approved the first comprehensive, statewide GHG inventory and forecast for Arkansas, covering the years 1990 through 2025.

California

The California Energy Commission updated California's GHG inventory in November 2007, and is required by statute to update the inventory every five years.

Colorado

The Colorado Department of Public Health and Environment released a report entitled “Colorado Greenhouse Gas Inventory and Reference Case Projections 1990-2020” in January 2007.

Connecticut

Public Act 04-252 requires the Connecticut Department of Environmental Protection to update the statewide greenhouse gas emissions inventory every three years. “Connecticut Greenhouse Gas Inventory: 1990-2001” was published in July 2006.

Florida

The “Final Florida Greenhouse Gas Inventory and Reference Case Projections 1990-2005” was released in October 2008 as part of the Governor's Action Team on Energy and Climate Change.

Pursuant to Executive Order 07-126, in 2008 Florida released a comprehensive assessment of greenhouse gas emissions produced by the state government. Since developing the initial baseline assessment, Florida has produced quarterly updates of its State Greenhouse Gas Reduction Scorecard.

Hawaii

“Hawaii Greenhouse Gas Inventory: 1990 and 2007,” completed in December 2008, updates an existing report of 1990 emissions.

Illinois

The “Illinois Greenhouse Gas Emissions Inventory and Projections,” published in February 2007, includes an inventory for the state for the year 2003, trend data from 1990 to 2003, and baseline emissions projections to 2020.

Iowa

In December 2011, the Iowa Department of Natural Resources completed an inventory of the point source greenhouse gas emissions released in the state in 2010. 2010 emissions were 136.52 million metric tons CO2e, a 5.5% increase from 2009 levels and a 10.7% increase from 2005 levels. The inventory is a policy-neutral calculation of Iowa greenhouse gas emissions in 2010, which includes various sectors, such as: agriculture, fossil fuel combustion, industrial processes, natural gas transmission and distribution, transportation and waste. It also includes carbon sinks from land use, land use change and forestry.

Kansas

In May 2008, Kansas released a preliminary report “DRAFT Kansas Greenhouse Gas Inventory and Reference Case Projections 1990-2025” as part of the Kansas Department of Health and Environment and the Kansas Energy and Environmental Policy Advisory Group.

Massachusetts

In July 2009, the Massachusetts Department of Environmental Protection published a statewide inventory of greenhouse gases using a 1990 baseline and 2020 business as usual projection.

Michigan

In April 2005, the Michigan Department of Environmental Quality published an inventory for years 1990 and 2002.

Minnesota

Minnesota's greenhouse gas inventory, published in March 2008, provides historical GHG emissions estimates from 1990 through 2005 and reference case projections from 2006 to 2025.

Montana

As part of the Montana Climate Change Advisory Committee's work to develop the Montana Climate Change Action Plan, it completed an inventory and projections of GHG emissions for 1990 to 2020, released in September 2007.

Nevada

In December 2008, the Nevada Division of Environmental Protection (NDEP) released an updated statewide emissions inventory and projections 1990 to 2020. NDEP will prepare updated inventories at least every four years.

New Jersey

In November 2008, the Department of Environmental Protection (DEP) released the “New Jersey Greenhouse Gas Inventory and Reference Case Projections 1990-2020.”

New Mexico

The state completed an updated inventory in 2006 with historical emissions from 1990 to 2005 and projected emissions through 2020 as a part of the Final Report of New Mexico's Climate Change Advisory Group. The Department of the Environment is directed by Executive Order 06-069 to develop an updated GHG inventory every four years starting in 2008.

New York

The New York State Greenhouse Gas Inventory and Forecast was published in August 2009 and will be revised and updated during the Climate Action Plan process underway in 2010.

North Carolina

The North Carolina Department of Environment and Natural Resources revised the state's inventory in March 2007. The updated inventory includes emissions estimates through 2005 and projections through 2020.

Ohio

Ohio’s Greenhouse Gas Inventory, published in 2011, is a comprehensive statewide analysis of emissions from point, nonpoint, and mobile sources from 2008.

Oklahoma

The Oklahoma Department of Environmental Quality published an inventory report with estimates for 1990 and 1999 in 2002.

Oregon

Oregon's greenhouse gas inventory, published in 2004 as part of the Governor's Advisory Group on Global Warming's Report, covers emissions from 1990 to 2000 and includes projections through 2025.

Pennsylvania

Pennsylvania revised its statewide inventory in 2006, covering historical and projected greenhouse gas emissions and sinks from 1990 to 2020.

South Dakota

The South Dakota Department of Environment and Natural Resources (SDDENR), through an effort of the Western Regional Air Partnership (WRAP), developed an inventory of GHG emissions and forecast from 1990 to 2020 in spring 2007.

Texas

An “Inventory of Texas Greenhouse Gas Emissions and Sinks: 1990-1999” was completed in 2002. A summary is available on-line.

Utah

Utah's greenhouse gas inventory and projections was updated in July 2007 as part of governor's Blue Ribbon Advisory Council on Climate Change report to cover years 1990 to 2020.

Vermont

Vermont released the “Final Vermont Greenhouse Gas Inventory and Reference Case Projections 1990-2030” in September 2007 as part of the Vermont Governor's Commission on Climate Change.

Vermont's Climate Neutral Working Group completed an inventory of state government operations in 2005.

Virginia

The Governor's Commission on Climate Change completed a greenhouse gas inventory for Virginia in 2008.

Washington

Washington revised its greenhouse gas inventory and projections in 2007 to cover years 1990 to 2020.

West Virginia

In 2003, West Virginia completed a greenhouse gas inventory for years 1990 and 1999. A summary is available on-line.

Wisconsin

The Wisconsin Department of Natural Resources released a statewide greenhouse gas inventory on June 25, 2007. The report includes a GHG inventory for Wisconsin for the year 2003, an analysis of GHGs by gas and by sector, historical emissions data for 1990 to 2003, and baseline emissions projections to 2020.
