The HSP process is used in the planning and design of health programs and facilities. The process involves the development of projected health care needs for specified communities based on the population demographics of each community and accepted planning standards of patient utilization and resource productivity.
Area Master Planning: The HSP is used to make ten-year projections on health needs of nationwide IHS regional areas. This projection is based on that area's current population demographics. The projection enables us to identify locations within the area where an increase in health care capacity will be required, to determine what type of health services will be needed, and to establish what the capacity is of the existing facilities. This information allows IHS to formulate a plan to address those needs while staying within a given budget.
The greatest benefit of Area Master Planning is foreseen to be the objective consistent distribution of health care resources to a diverse population scattered over a wide geographic area. This distribution will be sensitive to the unique demographics of each community. The system provides a simple comparison of needs to existing resources allowing prioritization of requirements to be established.
Facility Planning: The HSP is used to develop PJD's and POR's on projects. The system allows a plan for the expansion or replacement of a facility to be developed in a matter of days instead of the months it has taken in the past. This is possible because a population demographics database is utilized to establish a projected workload and the space needed to meet that workload. The system uses approved methodology and established criteria to generate the justification documents and engineering requirements (PJD and POR). These reports allow the owner approval process to be accomplished in record time. Satisfaction with the resulting PJDs and PORs is growing as improvements to the system and its outputs are developed and refined.
Facility Design: The system generates a POR and establishes a set of departmental templates, room templates, room criteria data, and equipment/furniture listings that will meet the workload requirements for that facility. The templates are provided to an Architect/Engineer (A/E) in a Computer-Aided-Design (CAD) format. The templates include floor plans, reflected ceiling plans, equipment/furniture layouts, and preliminary cabinet elevations. The A/E then uses the information in developing the concept, schematic design (SD), and design development (DD).
Development of the HSP began in June of 1994 and continued until it was adopted as IHS policy, in June 1999. In order to keep the system useful as a tool, annual updates are required. The updates are designed to keep the system current and to make noted improvements.
