During a March 28 meeting between Peruvian Minister of Defense Alberto Otárola and Deputy Secretary of State Bill Burns, the Deputy Secretary and Peruvian Ambassador to the United States Harold Forsyth signed a non-binding Political-Military Memorandum of Understanding (MOU), culminating two years of negotiation.

The MOU institutionalizes a biennial political-military dialogue between the United States and Peru, broadens and strengthens bilateral cooperation on political-military issues, and helps achieve the two countries’ shared security-related objectives. The MOU reflects the diversity and strength of the bilateral relationship, and further advances this key regional partnership.
