Our Organization



Located within the Department of the Interior, for more than 30 years the National Business Center (NBC) supports the Offices and Bureaus within the Department, as well as federal agencies outside the Department, as a Shared Service Center.   We provide a diverse, yet integrated set of administrative solutions, and are currently the only federal agency designated by both OMB and OPM as a Center of Excellence in the financial management and human resources lines of business.  Our workforce of dedicated professionals with extensive knowledge of federal business practices, along with our ability to leverage government and commercial best practices, allows us to service our customer base of more than 150 government offices and agencies.

The NBC service offerings are organized into the following Lines of Business:

  • Acquisition Services - Provides lifecycle acquisition services including Contract Support, Charge Card Oversight, Leasing Services and Indirect Rate Negotiation.
  • Aviation Services - Provides aviation safety and mishap prevention policy and oversight in support of aviation functions.
  • Consulting and Performance Management Services - An extensive set of services to support a results-oriented government. The three service offerings include: Consulting, Coaching, and Performance Measurement and Customer Satisfaction.
  • Financial and Business Management Services - Provides customers with an array of financial services and systems support. These services and systems are categorized as either Financial Management Systems Support or Accounting Operations Services.
  • Human Resource (HR) Services - An extensive set of services for assisting in managing human capital. The four key service offerings include: Core HR Services, Payroll, Expanded Services (Operational Servicing) and Random Drug and Alcohol Testing.
  • Information Technology (IT) Services - Provides Infrastructure, Integration, Disaster Recovery, Web Development, Help Desk Call Center and IT Security.
  • Other DOI Support Services - A wide variety of services are provided by Adminstrative Operations including Creative Communications Services, Employee Services, Facilities Management, Property and Asset Management Services, Mandates Services, and DOI IT Support Services.

The NBC uses the inter agency agreement (IA) vehicle, which simplifies the procurement processes for most Federal Agencies. NBC's statutory authority for providing cross agency support is through the Department of the Interior's working capital fund which was established pursuant to 43 USC 1467 (amended). Acqusition Service and Consulting and Performance Management Services are provided through the Interior Franchise Fund (IFF) pursuant to Pub. L. No. 104-208, div. A, tit. I, § 101(d).
