Rebecca Black has been the mission director for USAID/Mali since 2010. Black comes to Mali with over 30 years of development experience, close to 20 of which has been with USAID.

Prior to this post, she served as the deputy director in Afghanistan to further the U.S. Government’s development objectives and, in Washington, DC, as senior director for management in the Office of the Chief Operating Officer, during which time she focused on strengthening USAID as a development agency.  Over her career with USAID, Black has concentrated on economic growth, governance, and environment programs. She joined USAID as part of the former Regional Urban Development Office, and served in Poland and South Africa as both regional director of the urban development office and director of the bilateral economic growth and governance program. Black also directed the economic growth and agriculture office in India for five years.

Prior to her service with the federal government, Black was a senior manager with the City of Boston and the executive director of a community based not-for-profit development organization. She has an MA from the Massachusetts Institute of Technology and a BA from the University of Michigan.
