WIRELINE COMPETITION BUREAU SEEKS NOMINATIONS FOR NINE BOARD MEMBER

POSITIONS ON THE UNIVERSAL SERVICE ADMINISTRATIVE COMPANY BOARD OF

DIRECTORS

Nominations Due By: October 15, 2012

Pursuant to section 54.703(c) of the Commission’s rules,1 the Wireline Competition Bureau
(Bureau) seeks nominations for the following board member positions on the Board of Directors of the
Universal Service Administrative Company (USAC). The positions are currently vacant or will soon
become vacant.2
·
Representative for incumbent local exchange carriers (ILECs) (other than Bell Operating
Companies) with annual operating revenues in excess of $40 million (position formerly held by
D. Michael Anderson).
·
Representative for interexchange carriers with more than $3 billion in annual operating revenues
(position formerly held by Rex Knowles).
·
Representative for schools that are eligible to receive discounts pursuant to section 54.501 of the
Commission’s rules (position currently held by Dr. Anne Bryant).

Additionally, the Bureau seeks nominations for the following board member positions, which had
terms that expired on December 31, 2011.3
·
Representative for ILECs (other than Bell Operating Companies) with annual reporting revenues
of $40 million or less (position currently held by Geoff Fleiss).
·
Representative for competitive local exchange carriers (position currently held by Joseph Gillan).
·
Representative for low income consumers (position currently held by Ellis Jacobs).
·
Representative for rural health care providers that are eligible to receive to receive supported
services pursuant to § 54.601 (position currently held by Peter Kragel).
·
Representative for interexchange carriers with annual operating revenues of $3 billion or less
(position currently held by Carolyn Ridley).
·
Representative for schools that are eligible to receive discounts pursuant to § 54.501 (position
currently held by Brian Talbott).
On behalf of the Commission, the Bureau wishes to thank these nine individuals for their diligent
efforts and dedicated service on the USAC board.
Pursuant to section 54.703(c)(1) of the Commission’s rules, only members of the industry or non-
industry or non-industry group that a board member will represent may submit a nomination for that
position.4 To expedite the appointment process, members of the relevant industry or non-industry group
are encouraged to nominate a single candidate who possesses substantial experience in, and knowledge
of, telecommunications issues. If members of the relevant industry or non-industry group fail to reach
consensus on a candidate to serve on the board, or fail to submit a nomination for the particular board
member seat, pursuant to section 54.703(c)(3) of the Commission’s rules, the Chairman of the Federal
Communications Commission will select an individual from that industry or non-industry group to serve
on the board.5
Pursuant to section 54.703(c)(2) of the Commission’s rules, each nomination must be captioned
“In the Matter of: Nomination for the Universal Service Administrative Company Board of
Directors” and shall reference

CC Docket Nos. 97-21 and 96-45.6

Each nomination must specify the
position on the Board of Directors for which such nomination is submitted and should be accompanied by
the nominee’s professional and biographical information, such as a résumé or professional biography.
Nominations received prior to the release of this public notice will be considered and do not need to be
resubmitted.

All nominations must be filed with the Office of the Secretary by October 15, 2012

Nominations may be filed using the Commission’s Electronic Comment Filing System (ECFS), or by
filing paper copies.7

Electronic Filers: Comments may be filed electronically using the Internet by accessing the
ECFS: http://fjallfoss.fcc.gov/ecfs2/.

Paper Filers: Parties who choose to file by paper must file an original and one copy of each
filing. If more than one docket or rulemaking number appears in the caption of this proceeding,
filers must submit two additional copies for each additional docket or rulemaking number.
Filings can be sent by hand or messenger delivery, by commercial overnight courier, or by first-
class or overnight U.S. Postal Service mail. All filings must be addressed to the Commission’s
Secretary, Office of the Secretary, Federal Communications Commission.

All hand-delivered or messenger-delivered paper filings for the Commission’s Secretary
must be delivered to FCC Headquarters at 445 12th St., SW, Room TW-A325,
Washington, DC 20554. The filing hours are 8:00 a.m. to 7:00 p.m. All hand deliveries
must be held together with rubber bands or fasteners. Any envelopes and boxes must be
disposed of before entering the building.

The proceeding this Notice initiates shall be treated as a “permit-but-disclose” proceeding in
accordance with the Commission’s ex parte rules.8 Persons making ex parte presentations must file a
copy of any written presentation or a memorandum summarizing any oral presentation within two
business days after the presentation (unless a different deadline applicable to the Sunshine period applies).
Persons making oral ex parte presentations are reminded that memoranda summarizing the presentation
must (1) list all persons attending or otherwise participating in the meeting at which the ex parte

presentation. If the presentation consisted in whole or in part of the presentation of data or arguments
already reflected in the presenter’s written comments, memoranda or other filings in the proceeding, the
presenter may provide citations to such data or arguments in his or her prior comments, memoranda, or
other filings (specifying the relevant page and/or paragraph numbers where such data or arguments can be
found) in lieu of summarizing them in the memorandum. Documents shown or given to Commission
staff during ex parte meetings are deemed to be written ex parte presentations and must be filed
consistent with rule 1.1206(b). In proceedings governed by rule 1.49(f) or for which the Commission has
made available a method of electronic filing, written ex parte presentations and memoranda summarizing
oral ex parte presentations, and all attachments thereto, must be filed through the electronic comment
filing system available for that proceeding, and must be filed in their native format (e.g., .doc, .xml, .ppt,
