Albania Claims Program

Pursuant to the U.S.-Albanian Claims Settlement Agreement of March 1995, the FCSC retains authority to adjudicate claims of U.S. nationals for expropriation, confiscation and other loss of property suffered at the hands of the Communist regime which seized power in Albania at the end of the Second World War. A fund of $2 million was provided by Albania under the 1995 agreement from which to pay the Commission's awards, and over $1 million remains available in this fund. Accordingly, anyone with a potential uncompensated property claim against the Albanian government is encouraged to submit his or her claim without delay.

Libya Claims Program

Pursuant to 22 U.S.C. § 1623(a)(1)(C) the Commission has authority to adjudicate claims of U.S. nationals against a foreign government that are included in a category of claims referred to it by the Secretary of State.  By letters dated December 11, 2008 and January 15, 2009, the Department of State referred to the Commission certain categories of claims against Libya under the terms of the Claims Settlement Agreement between the United States of America and the Great Socialist People’s Libyan Arab Jamahiriya of August 14, 2008, as implemented pursuant to the Libyan Claims Resolution Act, Pub. L. 110-301 and Executive Order 13477 dated October 31, 2008.

PROPOSED CLAIMS AGENDA FOR THE COMMISSION’S PUBLIC MEETING AND ORAL HEARINGS TO BE HELD September 13 and 14, 2012

The Commission’s next meeting will be held on September 13, 2012.  The Commission has tentatively scheduled Claim Nos. LIB-II-166; LIB-II-183 for discussion during the meeting.

Further, the Commission has published notice of the following Oral Hearings scheduled on September 13 and 14, 2012:

September 13, 2012 11:30 a.m. - Claim No. LIB-II-170*; 2:00 p.m. - LIB-II-116; and 3:00 p.m. - LIB-II-122 and LIB-II-153.
September 14, 2012 9:00 a.m. – Claim Nos. LIB-II-017, 018, 019, 020, 021, 022, and 047; 11:00 a.m. – LIB-II-189; and 2:00 p.m. LIB-I-037.

*  This claim had been scheduled in the Commission’s Federal Register notice for September 13, 2012 at 4:30; however, the Commission has now rescheduled this hearing for 11:30 a.m. on the same day.
