CASL's mission is to improve foreign language abilities of the Intelligence Community and the Department of Defense workforces. The federal government designated University of Maryland as the nation's University-Affiliated Research Center to provide language instruction and research on language acquisition and linguistics.

In his remarks, Director Goss acknowledged the great need for expanded language capabilities in the Intelligence Community, saying, "As we start out today in the intelligence world to do our job, we start out a little behind the curve because not enough people speak the languages we need . . . we need a revolution in learning, and we need a way to do it now."
