Wireless Federal Strategic Sourcing Initiative (FSSI)
Note: The Wireless FSSI Program team received final proposals from offerors on August 10, 2012. The team is evaluating final offers. We look forward to sharing the results with you as we prepare to launch this cross-government program.
The Wireless Federal Strategic Sourcing Initiative (FSSI) will allow federal agencies to buy cellular services and devices at discounted prices and supports a governmentwide wireless center of excellence. Offerings include:
- Service plans, such as voice, data, and video
- Devices, such as smartphones, cell phones, and tablets
- Wireless sub-systems and infrastructure support, such as messaging servers, security services, and cellular base stations
Wireless Federal Strategic Sourcing Initiative (FSSI) features
Type of contract: Multiple award, indefinite delivery, indefinite quantity (IDIQ) blanket purchase agreement (BPA) off of IT Schedule 70
Period of performance: Five years
Ceiling: $3 billion
Type of task order: Fixed price
Lower prices through streamlined acquisition and management
Wireless FSSI will leverage the high-volume buying power of the government and consolidate contracts, meaning lower prices from increased competition. The program also features fewer contracts, standardized contract terms, standardized offerings across carriers, standard reporting, and pooled plans to drive down costs.
Centralized program management and business portal
A business portal interface and centralized program management will help the government keep track of inventory and make informed decisions about wireless procurement. The portal and program management services will likely be set up through a modification to the Telecommunications Expense Management Services (TEMS) contracts.
Community of excellence for wireless and mobility
The community of excellence will help agencies identify and share best practices, which will enhance device testing and development of security policies.
