- The Medicare+Choice (M+C) programhas faced successive waves of plan with-drawals since 1999. We collected data from1,055 beneficiaries who were involuntarilydisenrolled from a health maintenanceorganization (HMO) that withdrew fromsix large markets in 1999 to investigate howthey were impacted by the forced change incoverage.
