These tables present the results of the National Science Foundation (NSF) FY 2009 Survey of State Government R&D, conducted for NSF by the U.S. Census Bureau. The Census Bureau employed a methodology similar to that used to collect data from state and local governments on other censuses and surveys.

The survey was distributed to more than 400 departments, agencies, independent commissions, and other state-run entities within the 50 states, Puerto Rico, and the District of Columbia that were considered likely to conduct or fund research and development activities. Respondents that did not have qualifying R&D activity were not required to complete the questionnaire beyond a screening question. All states and the District of Columbia participated in the survey (Puerto Rico was given the survey but was unable to identify a state coordinator in time). These states distributed the survey to 438 agencies, 422 of which responded.[1] Of those, 251 reported conducting or funding R&D in FY 2009. Respondents were requested to provide statistics on their total R&D expenditures and amounts for internal and external performers, the amount devoted to basic research activities, the amount for which the federal government was an original source of funds, and the amount of money allocated to particular fields of study. An additional question was asked about the amount of expenditures for the construction and acquisition of R&D facilities.
