Early Head Start is a child development program held on prison grounds (but not in a prison building). Caregivers bring the children to the program, and mothers incarcerated in Coffee Creek participate with the children. The Early Head Start initiative supports the highest level of parent involvement and partnership. The program recognizes that parents are the child's primary nurturers and advocates and supports the physical, social, emotional, cognitive, and language development of each child. The program seeks to empower families by developing goals for themselves and their children.

Women approved by the department of corrections and family services to participate. Capacity: Eight children at any given time.
